Three degrees, assessed at the commune
Vietnam assesses disability at commune level by a council chaired by the People's Committee chairman, and issues a certificate stating one of three degrees: especially severe, severe and mild.
There is no percentage. The degree determines the monthly allowance and the carer allowance, so it has a direct financial consequence and we reproduce the term rather than converting it.
Six categories
The certificate also records a category — mobility, hearing and speech, vision, cognitive, mental, or other — and a person may have more than one.
The category and the degree together determine the entitlement, and we reproduce both with the scale they belong to.
The medical council, for hard cases
Where the commune council cannot determine the degree, the case goes to a medical assessment council at district level, and its determination is the operative one.
So a Vietnamese file may contain a commune decision and a later district determination. We translate the sequence with dates and name each body.
