Uruguay participates in CELU through the Universidad de la República alongside the Argentine university consortium, so a CELU certificate may be issued and examined in Uruguay and is the same credential.

The variety it attests
CELU attests River Plate Spanish — the Spanish of Argentina and Uruguay, with voseo, its own vocabulary and a distinct pronunciation — rather than the peninsular Spanish a DELE attests.
