The state language exam is compulsory for some
Ukraine created a National Commission on State Language Standards which examines proficiency in Ukrainian and issues a state certificate, and passing it is compulsory for citizenship and for a defined range of public offices and civil service posts.
So a Ukrainian language certificate is frequently not an academic credential at all but a legal precondition, and the certificate states which level and for what purpose. We name it.
The levels, and what each opens
The examination assesses against defined levels, with a threshold level sufficient for citizenship and higher levels required for senior public office, teaching and other regulated roles.
So the level on the certificate is an eligibility position under Ukrainian law rather than a description of fluency. We reproduce it with the scale it belongs to and do not convert it to CEFR, which the issuer does not use.
Ukrainian is not Russian, and the file may hold both
A great many Ukrainians are bilingual, and an older file may contain Russian-language education documents from the Soviet period alongside Ukrainian ones.
They are different languages and a Russian-language diploma does not evidence Ukrainian proficiency. We name the language of each document.

Since 2022 examinations have been held remotely and abroad for Ukrainians outside the country, and certificates may be issued electronically with verification data rather than as a stamped paper.

Will you convert the level to CEFR?
No. The issuer uses its own scale and we reproduce the level as stated.
My older documents are in Russian.
