Which Arabic the certificate is about
An Arabic language certificate may attest proficiency in Modern Standard Arabic, in Egyptian colloquial, or in classical Arabic for religious study, and those are substantially different competences.
A US reader given "Arabic B2" cannot tell which. We name the variety the certificate states, because a person fluent in Egyptian colloquial may read a formal document only with difficulty and the reverse is equally true.
Al-Azhar, and religious study
Certificates from Al-Azhar and its institutes attest classical Arabic and Islamic sciences, and they are academic and religious credentials with a long-established standing rather than modern proficiency tests.
Translating an Al-Azhar certificate as a language proficiency certificate understates what it is. We name the institution and the programme.

Egyptian universities run Arabic language institutes for foreign students issuing completion certificates at defined levels, and international proficiency tests such as the ALPT are also taken in Egypt.
