The ulpan, and the levels
Hebrew proficiency in Israel is described by ulpan levels — alef, bet, gimel, dalet, hey, vav — running from beginner upward, and an ulpan completion certificate states the level reached rather than a score.
Those letters are the Hebrew alphabet used as ordinals, and a US reader will not read them as a scale. We give the letter, its position in the sequence and what it indicates.
YAEL, and university admission
Israeli universities assess Hebrew for admission through the YAEL examination, and a sufficient result may exempt a candidate from further Hebrew study. It reports a score on its own scale rather than a CEFR level.
A related examination assesses English for admission. We name the examination and reproduce the score with its scale rather than converting it.
The Ministry of Education exemption
Professional licensure and certain public employment require demonstrated Hebrew, and an exemption or a pass certificate from the relevant body appears in those files.
So a Hebrew language document may be an academic result, an ulpan certificate or a licensing exemption, and they are different instruments. We name which.

Certificates are in Hebrew, read right to left, and may carry the Hebrew calendar date alongside the Gregorian, which we convert individually.
