The population registry extract, and which copy can be apostilled
Turkey records births in a national population registry and issues the nüfus kayıt örneği, the population registry extract, through the General Directorate of Civil Registration and Citizenship. The detailed version, vukuatlı, includes the events recorded against the entry rather than only the current state.
It can be pulled instantly from the e-Devlet portal as a PDF — and a district governorship will not apostille that version. Only a wet-signed, stamped extract from a nüfus müdürlüğü can be apostilled. If your packet needs an apostille, get the stamped one before ordering a translation of the PDF. A multilingual birth extract (Formül A) also exists for international use.
Dotted and dotless letters
Turkish uses ç, ğ, ı, İ, ö, ş and ü, and the dotted and dotless i are different letters — a name stripped of its diacritics in one record and not in another is the sort of mismatch that gets queried. We reproduce names as the document writes them and note genuine differences between records.

What is Formül A?
A multilingual birth extract issued for international use. It is designed for the countries that signed the convention behind it, and the United States did not, so it does not replace a certified English translation for USCIS.
Why is my name spelled differently abroad?
Turkish letters are commonly stripped in foreign records. We reproduce the Turkish spelling and note the difference so it is not read as a mismatch.
