The notary, and the court
A Syrian power (wakala) is issued through a notary attached to a court (katib al-adl), registered with a number and a date and sealed.
That court registration is the verification path, and it is what a Syrian office checks. We reproduce the register number and the seal text rather than summarising them.

Syria is not a party to the Apostille Convention, and Syrian consular services in the United States have been suspended for years, so a US-signed power typically routes through a Syrian mission in a third country.
