The Certificate of Registration (CR book)
Sri Lanka has no separate title document. The Department of Motor Traffic issues a Certificate of Registration, known as the CR or vehicle book, recording the registration number, engine and chassis numbers, class and make, and both the registered owner and the absolute owner. On a vehicle bought on lease or hire purchase, the finance company is the absolute owner until it is paid, when it issues a deletion letter.
Newer registration numbers begin with a province code — WP for Western Province, CP for Central, and so on — followed by letters and four digits. Older numbers are numeric, and some carry the Sinhala letter ශ්රී (Sri). We reproduce every number exactly as printed.
Transfers, and US uses
Ownership transfers go through forms MTA 6 and MTA 8, and the new owner is entered in the CR. A US court, insurer or USCIS, usually looking at assets or a sale, reads the current CR with its owner entries; each entry and the department's stamp is translated.
Entries in the CR may be typed or handwritten, and whatever is not in English is translated. See our Sinhala and Tamil pages, and our driving licence page.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
State agencies set their own rules — see government agencies — and what our certification states is on this page.
How it works
Upload a photo or a scan of your document, pick the language pair and check out online. You never have to mail originals: a legible copy is all we need.
A professional human translator, never machine translation, translates the document word for word and mirrors the layout of the original. Every certified translation ships with a signed Certificate of Translation Accuracy that meets the requirements of USCIS, courts and universities.
Your translation is delivered digitally, usually within 24 hours for documents of one to three pages, and same-day delivery is available. If anything needs adjusting, we revise it.
Certified vs. standard translation
A certified translation is a word-for-word translation accompanied by a signed statement attesting to its accuracy and completeness. It is what official bodies require: USCIS, courts, universities and government agencies. Certified translations are $24.95 per page, where one sheet of your document is one page, with no word cap.
A standard translation is the same professional human translation without the certificate, for when you only need to understand the content or for internal or informal use. It is billed at the same $24.95 per page with no word cap.
Frequently asked questions
What is the absolute owner?
On a financed vehicle, the leasing or finance company, which holds ownership until it is paid. The registered owner is the person using the vehicle. Both are translated as written.
Is the CR the same as a US title?
It is the nearest equivalent, since Sri Lanka records ownership in the registration certificate. We translate it under its own name, Certificate of Registration.
Do I need a translation to import my vehicle?
US Customs and state DMVs set their own document rules; ask them. If they want the CR in English, we translate it in full.
