Two alphabets, both official
Serbian is written in both Cyrillic and Latin, and both are official. A family file can hold a certificate in each, spelling the same name differently, and neither is a discrepancy. The translation says which script each document uses rather than presenting the difference as a problem.
Birth records come from the matična knjiga rođenih, the register of births kept by the municipality. Certificates issued in the former Yugoslavia remain valid and frequently name a republic that is now an independent country — that is where the registration happened. See our Serbian page.
The JMBG, and the -ić ending
Older certificates carry the JMBG, the unique master citizen number used across the former Yugoslavia, which encodes the date of birth and the region of registration. It is reproduced exactly.
Serbian surnames commonly end in -ić, which is regularly written -ic in foreign records, so a passport and a certificate can differ by a diacritic. We reproduce the original and note the difference.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
