English since 2008, French before
A diploma from the University of Rwanda or a private university since the move to English is normally in English, and an English diploma needs no translation. Diplomas from the former National University of Rwanda and other institutions before the switch are in French, and those are what we usually translate.
The degree title is translated as written — a French Licence stays a Licence — not upgraded to a US equivalent. Deciding the equivalent is for the evaluator.
Accreditation and evaluators
Private universities in Rwanda are accredited by the Higher Education Council, and a US evaluator may check that your institution was accredited at the time. Submit the diploma with the transcript; see credential evaluation.

What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
