TORFL, and its six levels
The state system is TORFL — Test of Russian as a Foreign Language, ТРКИ in Russian — with Elementary, Basic and then TORFL-1 through TORFL-4, corresponding broadly to A1 through C2.
Certificates are issued by authorised universities on behalf of the ministry, so the document names a university as well as the state system. We name both, because the awarding institution is part of what a reader verifies.
The integration exam is a different document
Russia requires a separate comprehensive examination in Russian language, history and the fundamentals of legislation for work permits, temporary residence and permanent residence, and its certificate has a stated validity period.
It is not a TORFL certificate and it does not state a CEFR level. A file may contain either or both, and we name the examination rather than translating everything as a proficiency certificate.
Sectional pass, and the subtests
TORFL is examined in five subtests — vocabulary and grammar, reading, listening, writing and speaking — and passing requires a minimum in each. A candidate who fails one subtest may retake that subtest alone.
So a certificate may be accompanied by results showing a retake, which is normal rather than a defect. We translate the subtest results where the client has them.
Russian-language certificates from elsewhere
Russian-language documents also come from Kazakhstan, Belarus, Kyrgyzstan and other states where Russian is widely used, and those countries have their own examinations and their own requirements.
