The CIV, and the registration certificate
Romania issues the cartea de identitate a vehiculului (CIV), a booklet recording the vehicle and its successive owners, and the certificat de înmatriculare, the card carried in the vehicle.
The CIV is the document that carries the ownership history, and each transfer is written into it. We translate the entries in order rather than only the current holder.
The fiscal certificate, and the two tax offices
A Romanian transfer requires a fiscal certificate from the seller's local tax office proving no vehicle tax is owed, and the buyer must register the vehicle with their own local authority.
The vehicle tax is municipal, so moving between localities means two offices. That double step delays files and we translate both certificates.
The ITP, and the RAR
