The certificate, and the CONADIS registry
Peru issues a certificado de discapacidad from an authorised health establishment — MINSA, EsSalud, the armed forces health service or an authorised private provider — and the holder then registers with CONADIS, which issues a registration card.
Ley 29973 governs both. The certificate is the finding and the CONADIS registration is what most entitlements are keyed to, so a complete packet normally has both.
What the certificate records
The certificate states the type of disability, the degree, the diagnosis with its ICD code, and whether the condition is permanent — following the functioning framework rather than producing a single national percentage.
Where a percentage appears in a Peruvian file it is usually a work-incapacity determination under the pension or occupational injury systems, which is a different instrument with a different purpose.
Entitlements, and why people obtain it
Peruvian entitlements include an employment quota in the public and private sectors, tax and import benefits, preferential attention, and in defined cases a non-contributory pension for people with severe disability living in poverty.
That last one is means-tested and administered separately, and a document relating to it is not the disability certificate. We name the instrument.
The DNI, and the disability marker
The Peruvian DNI can record disability status, so a reissued DNI is contemporaneous corroboration and a clean cross-check. The eight-digit number does not change and carries a verification digit that we reproduce.
Peruvian health documents are issued by establishments with their own codes and stamps, and we translate the stamp text and the professional registration (colegiatura) numbers rather than describing the page as stamped. See our Spanish page.
