Escritura pública, and the escribano
A Paraguayan power for significant acts is an escritura pública before an escribano público, who keeps the protocol and issues a primer testimonio.
The instrument carries the escribano's registry number and the folio, and those references are what a counterparty checks. We reproduce them.
Registration, and property
Powers for registrable acts are inscribed in the Dirección General de los Registros Públicos, and property is identified by finca number and the padrón.
A power that does not enumerate the disposal, or that identifies the property loosely, is refused. We reproduce the property references exactly.
Powers granted abroad
Paraguay is a party to the Apostille Convention, so a power signed before a US notary and apostilled is the usual route, followed by protocolisation in Paraguay for registrable acts.
Paraguayan consulates also exercise notarial functions. We name the issuing office because the route determines what else is needed.
The cédula, Guaraní and the identifiers
Parties are identified by cédula de identidad civil and a company by its RUC with a check digit.
