Guaraní is a co-official national language
Paraguay is the one country in the Americas where an indigenous language is spoken by the majority. Guaraní is co-official with Spanish, used across society rather than confined to rural or indigenous communities, and Paraguay is genuinely bilingual.

The Secretaría de Políticas Lingüísticas
Paraguay's language law created a Secretaría de Políticas Lingüísticas and the Academia de la Lengua Guaraní, which standardise Guaraní and certify proficiency, and public servants are required to be competent in both official languages.
So a Guaraní certificate is frequently a condition of public employment rather than an academic credential. We name the body and say what the certificate is for.
Jopara, and the standard
Everyday Paraguayan speech is frequently jopara — a mixed Guaraní and Spanish register — while the certified standard is a purer Guaraní taught in schools and used in official texts.
A certificate attests the standard, and a fluent everyday speaker may find the examined variety unfamiliar. That is a real distinction and we name the variety the certificate states.
The orthography, and the nasal marker
Guaraní orthography uses a nasal tilde and the letter y for a vowel unlike the Spanish one, and stripping either changes the word.
