Reconocimiento before the Tribunal Electoral
Panamanian acknowledgment is made before the Registro Civil, a directorate of the Tribunal Electoral, at the birth registration or later, by public instrument or in a will.
A foreign reader expecting a ministry finds an electoral body. It is the correct issuer and the annotated birth certificate is what should be sent.
The presumption, and the investigation of paternity
A child born during marriage is presumed the husband's, and Panamanian law provides for investigation of paternity with biological evidence where a father does not acknowledge.
A judgment and a voluntary acknowledgment carry different weight if later contested. We name which the document is and reproduce the court and case number.
The electronic certificate
Panama issues civil registry certificates electronically with a verification code, and the electronic issue is the normal form rather than a lesser one.

The cédula, and the two surnames
The cédula is written as a province prefix, a tomo and a folio, with PE, E and N marking birth abroad to Panamanian parents, foreigners and naturalised citizens. The prefix is part of the identifier.
