Registration, mutation and the difference

A Pakistani sale deed is registered with the sub-registrar on stamped paper, but registration alone does not change the revenue record. The transfer is completed by mutation (intiqal) in the land revenue records.

A registered deed with no mutation leaves the seller as the recorded owner. That two-step structure catches people, and both documents belong in the file.

The revenue record, and its vocabulary

Rural land is recorded in the jamabandi — the record of rights, revised every four years — with the khewat, khatauni and khasra numbers, and the fard is the extract of it.

A fard malkiat is what a bank or a court asks for. These are not interchangeable terms and flattening them to "land record" destroys the information. We name each.

Urban schemes, and the allotment letter

Much Pakistani urban property is held in development authority schemes — DHA, LDA, CDA, Bahria — where the documents are an allotment letter, a transfer letter and a possession certificate rather than a registered deed.

Those are the real title documents in that sector and they are issued by the authority, not a registry. We name the issuing authority and the scheme.

The CNIC, and the languages

Parties are identified by CNIC, thirteen digits, and revenue records identify people by father's name and caste or tribe as well.

Deeds are often in English; revenue records are in Urdu and, in Punjab, historically in Persian-script Punjabi shorthand that is genuinely hard to read. See our Urdu page.
