Iqrar, acknowledgment under Muslim law
Muslim personal law recognises iqrar — acknowledgment of paternity — as a mode of establishing legitimacy where no marriage is proved, subject to conditions including that the ages make paternity possible and that the child does not have a known other father.
It is not the civil-law instrument a US reader expects, and it operates by establishing the presumption of a marriage rather than by conferring filiation directly. We translate the document and describe what it establishes.
There is no adoption
Pakistani law does not provide for adoption in the sense of creating a parent-child relationship that replaces the biological one. Guardianship under the Guardians and Wards Act is the available route.
So a Pakistani guardianship order is not an adoption order, and translating it as one misstates the relationship entirely. We name the instrument and the statute.
NADRA, and the Family Registration Certificate
The operative record is the NADRA database, and the Family Registration Certificate lists the household against the family number — which is the document that evidences a relationship for a US office.
The child's B-Form or child registration certificate carries the parents' CNIC numbers. Both are more useful than a birth certificate and applicants rarely send them.

Birth registration through the union council produces a NADRA birth certificate, but registration has been incomplete and a great many adults have none.
