Nhận cha con, at the People's Committee
Vietnamese recognition of a father-child relationship is nhận cha, mẹ, con, registered at the commune People's Committee, and it requires the agreement of both parties with no dispute — a disputed case goes to court.
The registration produces a trích lục — an extract of the recognition — and the birth registration is amended. Both belong in a filiation packet.
Registration at the same time as the birth
Where the parents are unmarried, the recognition may be registered at the same time as the birth, producing a birth certificate that names the father from the outset with no separate instrument.
So a Vietnamese child may have a father on the birth certificate with no acknowledgment document anywhere, and that is the combined registration rather than a missing record.
Foreign element cases go higher
Where one party is foreign or resident abroad, the recognition is registered at the district People's Committee rather than the commune, or at a Vietnamese representative mission.
So the issuing body tells a reader something about the parties. We name the level and the office exactly.
Diacritics, and the surname
Vietnamese marks tone and vowel quality with diacritics and stripping them changes names. Roughly two in five Vietnamese share the surname Nguyễn, so the full name with diacritics is what identifies the parties.
