The citizenship certificate has historically been obtained through the father, and children whose fathers are absent, unknown or unwilling have faced real difficulty acquiring one despite constitutional provision through the mother.

The 2017 Civil Code
The Muluki Civil Code 2017 restated the provisions on filiation, maintenance and the rights of children born outside marriage, replacing the older Muluki Ain.
Documents from before and after cite different law, and an older citation is not defective. We reproduce the code and section as cited.
The ward office, and the registration
Birth registration is made at the ward office of the local government, and the certificate names the parents. Registration has been incomplete historically and late registration is common and lawful.
Where a father is added later it appears as a correction, and we translate the record and its date.

Nepali documents are dated in Bikram Sambat, roughly 56 years and 8 months ahead of the Gregorian calendar, converted against a table rather than by formula.
