The state notary, and the consulate
Cuban notaries are state officials in notarial units under the Ministry of Justice, and a Cuban power is an escritura in the state protocol rather than an instrument of a private professional.
For Cubans abroad the consulate is the route, and a Cuban consular power is the normal document in a US file. A power signed before a US notary is not what a Cuban office expects.
Legalisation, not apostille
Cuba is not a party to the Apostille Convention, so documents move by consular legalisation and an apostille on a US document does nothing for Cuban purposes.
