For years, the voter card was the ID
The DRC has gone most of the last three decades without issuing a national identity card to the general population. In its place the voter card (carte d'électeur) issued by the electoral commission, CENI, has served as the main identity document, accepted by police, banks and passport offices. A new one is issued for each electoral cycle, so people often hold cards from different years.
The national identification office, ONIP, has tried several times to launch a national ID card; a contract with an Idemia-led consortium ended in 2024, and in May 2026 ONIP announced the start of a new identification drive with card delivery. Most Congolese in the US will therefore have a voter card, not a national ID.
Translating a voter card for a US office
A voter card is small and mostly in French; we translate both sides, the card number, the polling-station and constituency details, and the dates. Names appear in the Congolese order of nom, postnom and prénom, and we keep that order and add a note so the postnom is not mistaken for a middle name.
Refugee families may instead rely on documents from a country of asylum; see refugee and UNHCR documents. Supporting letters from the Kivus can be in Swahili or Kinyarwanda: see our Swahili, Kinyarwanda and French pages.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
State agencies set their own rules — see government agencies — and what our certification states is on this page.
How it works
Upload a photo or a scan of your document, pick the language pair and check out online. You never have to mail originals: a legible copy is all we need.
A professional human translator, never machine translation, translates the document word for word and mirrors the layout of the original. Every certified translation ships with a signed Certificate of Translation Accuracy that meets the requirements of USCIS, courts and universities.
Your translation is delivered digitally, usually within 24 hours for documents of one to three pages, and same-day delivery is available. If anything needs adjusting, we revise it.
Certified vs. standard translation
A certified translation is a word-for-word translation accompanied by a signed statement attesting to its accuracy and completeness. It is what official bodies require: USCIS, courts, universities and government agencies. Certified translations are $24.95 per page, where one sheet of your document is one page, with no word cap.
A standard translation is the same professional human translation without the certificate, for when you only need to understand the content or for internal or informal use. It is billed at the same $24.95 per page with no word cap.
Frequently asked questions
Is a Congolese voter card an identity document?
In practice it has been the main one, because national ID cards were not issued. Whether a US office accepts it as ID is for that office to decide; we translate it accurately either way.
I have two voter cards from different elections.
That is normal, since a new card is issued for each cycle. We translate each one separately.
Will the new national ID card need translating?
Any part printed in French does. Send us both sides when you have it.
