The red booklet and the notarial certificate
China issues two different things and they are not interchangeable. The red marriage booklet (结婚证) comes from the marriage registration office at the time of the marriage, carries a photograph of the couple, and is what people hold. The notarial certificate of marriage (结婚公证书) comes from a notary public office afterwards, reproduces the booklet and attests the marriage for use abroad.
Both are accepted for US immigration purposes and the notarial certificate is generally the one preferred, because it is produced for exactly this use. If you only hold the booklet, find out which the office wants before ordering — see our Chinese birth certificate page.
The English already in the booklet is not the certification
Notarial certificates are produced bilingually, with a Chinese page, an English page and a statement that the two correspond. It is reasonable to assume that settles the translation requirement. It does not: the notary office's translator certification does not state the translator's competence in both languages and is not signed, which is what the USCIS standard requires.
The ordinary fix is to file the document together with a proper certification, which is what we issue. Mainland documents are in simplified characters and those from Hong Kong, Macau and Taiwan in traditional; both are the same service — see our Chinese page.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.

A certified translation is a word-for-word translation accompanied by a signed statement attesting to its accuracy and completeness. It is what official bodies require: USCIS, courts, universities and government agencies. Certified translations are $24.95 per page, where a page is up to 250 words.
A standard translation is for business or personal use where certification is not needed, such as CVs, client intake forms or marketing material, and is billed at the same $24.95 per page of up to 250 words.
Frequently asked questions
My notarial certificate already has English in it. Why do I need a translator?
Because the notary office's certification does not state the translator's competence in both languages and is not signed, which is what USCIS asks for. Filing the document with a proper certification is the usual fix.
I only have the red booklet.
