Judicial appraisal is a licensed activity
Chinese sīfǎ jiàndìng (司法鉴定) — judicial appraisal — may only be carried out by licensed institutions and licensed appraisers entered on judicial administration registers. The report states the institution's licence number and each appraiser's licence number.
An opinion from an unlicensed person is not judicial appraisal whatever its quality. Those licence numbers are therefore the first thing a reader should be able to check, and we reproduce them exactly.
It is a statutory category of evidence
Chinese procedure law lists appraisal opinions as one of the enumerated categories of evidence, alongside documentary evidence, witness testimony and the rest. It is not opinion evidence admitted at the court's discretion; it is a defined kind of evidence.
That standing is different from a US expert report and the translation should not flatten it. We name the instrument and the institution.
Re-appraisal, and files with several opinions
A party may apply for re-appraisal where the institution lacked qualification, the procedure was defective or the conclusion is clearly insufficient, so a file may contain two or three appraisal opinions from different institutions.
They are sequential rather than competing hired experts. We translate the sequence with dates and institutions so the reader can see which is later.
Chops, and the numbering
The report is authenticated with the institution's chop — its official seal, typically red and circular — and appraisers sign and seal individually. The report carries a case number in the institution's own format.
