The 2015 Law, and a system still building
Myanmar passed a Law on the Rights of Persons with Disabilities in 2015, establishing a national committee and a framework, and the implementing machinery has been limited and further disrupted since 2021.
So a Myanmar disability document may come from a township social welfare office, a hospital, or an NGO, rather than from a uniform national certification. We name the issuing body and describe what the document assesses.
Conflict, landmines and where care comes from
Myanmar has a substantial population with disability from conflict and landmines, and rehabilitation services are delivered heavily by the ICRC and other international organisations alongside state facilities.
ICRC and NGO rehabilitation records are frequently the fullest documents in a file, with their own formats and numbering. We name the centre and the programme.
Camp and cross-border records
A great many Myanmar disability records in US files were created in refugee camps in Thailand or Bangladesh, by NGO clinics, or by IOM during resettlement processing.
IOM records in particular follow resettlement standards a US reader will recognise. We name the issuing body exactly.
No surnames, and the NRC
Burmese names are not divided into given and family names, and U, Daw, Ko, Ma and Maung are titles rather than name components.
