There is no national language certification
Afghanistan operates no national language proficiency certification for Dari or Pashto. There is no examination board, no standardised test and no certificate a person can obtain to evidence proficiency in either.
So an office asking an Afghan applicant for a language certificate is asking for something that does not exist. Saying that plainly is the whole value of this page.
