There is no national language certification
Myanmar operates no national Burmese proficiency certification. There is no examination board and no standardised certificate a learner or a speaker can obtain to evidence proficiency.
So an office asking a Myanmar applicant for a language certificate is asking for something that does not exist, and saying so plainly is the point of this page.
What appears instead
A file may hold a university transcript showing Burmese-medium instruction, a matriculation examination result recording Burmese as a subject, or a certificate from a private language centre or a foreign university teaching Burmese.

Burmese is not the only language
