Tillamook Bay Community College asks that transcripts from schools outside the United States be translated if needed and evaluated course-by-course by a NACES member before it awards transfer credit; it does not say who must translate.
Tillamook Bay Community College accepts certified translations from professional services such as eVerbary. The course-by-course evaluation comes from the NACES agency, and that evaluation is something we do not provide.
TBCC at a glance
Does it accept eVerbary? Yes
TBCC's transfer credit page says transcripts from outside the US must be translated if needed and does not restrict who translates (transfer credit); a certified translation from a professional service such as eVerbary is that kind of translation. Policy checked on October 28, 2026.

Sample translation: a Congolese secondary school transcript
This is what an order looks like when it is delivered, with a fictitious student. The PDF starts with the signed certification page, and the translation follows the original line for line: every abbreviation is explained, stamps, seals and signatures are noted in brackets, and the grid stays the same, so an admissions officer or a credential evaluator can match it without guessing.

What to notice
- Two school years in the same grid as the original: every subject, grading period, exam and total, so each grade can be read against its maximum.
- The French rating abbreviations are translated (TB becomes VG, Very good), and every abbreviation is explained in a translator's note at the foot of the same page, including one the original never defines.
- Dates are written the US way (the original's 02/07/2015 is February 7, 2015).
- The photo, seals and signatures are noted in brackets where they appear.

TBCC requirements in detail
Translation
Transcripts from outside the US must be translated if needed (Transfer credit).
Who may translate
Not stated (Transfer credit).
Evaluation
Course-by-course, by an approved service listed by NACES (Transfer credit).
Steps
Apply and be admitted, send official transcripts to Student Services, and complete a Transfer Credit Evaluation Request form; evaluations are done in the order received (Transfer credit).
Age of credits
Most credits must have been completed within the last 10 years (Transfer credit).
Copies
TBCC does not give out copies of transcripts from other schools; request extra copies from the school that issued them (Transfer credit).
Transfer credit for study abroad, step by step
TBCC evaluates outside credit only after you apply and are admitted.
You then send official transcripts to Student Services and file the Transfer Credit Evaluation Request form, and requests are handled in the order they arrive (transfer credit).
For schooling outside the US, two more steps come first: the transcript is translated, and a NACES member evaluates it course by course.
Order the translation before the evaluation, so the agency can read every course title, credit and grade; then send TBCC the official transcript and the evaluation together with your request form.
What NACES agencies ask for the translation
TBCC accepts any NACES provider. WES wants an exact, word-for-word translation by a professional translator, such as a certified translation agency, and does not translate itself.
ECE asks for complete, word-for-word translations in the same format as the original, lets applicants prepare them, and sells an $85 Translation Waiver under which it translates internally for the report.
Keep the certified translation: TBCC asks for the translation, and the agency uses the same one.
Need a certified translation for TBCC?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- College or university transcripts, every year
- Course descriptions or syllabi, if the agency asks for them
- Degree or diploma certificates
- Grading scale printed with the transcripts
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
Uploading the translation to TBCC
Send official transcripts to TBCC Student Services with the Transfer Credit Evaluation Request form (Transfer credit); the certified translation also goes to the NACES agency for the course-by-course report.
eVerbary delivers a signed PDF; on request we can also email the translation directly to the admissions office.
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For TBCC that means we translate your transcripts; the course-by-course evaluation is ordered by you from a NACES member.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Does TBCC need my foreign transcript translated?
Yes, if it is not in English, and it must also be evaluated course by course by a NACES provider (Transfer credit).
Who can translate my transcript for TBCC?
TBCC does not say (Transfer credit). A certified translation from a professional service such as eVerbary qualifies.
How old can my credits be?
Most credits must have been completed within the last 10 years (Transfer credit).
Can TBCC give me a copy of my foreign transcript later?
No. TBCC does not provide copies of other schools' transcripts; request them from the issuing school (Transfer credit).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
