How we know · policy checked on October 27, 2026
SUNY Empire State University requires anyone with high school or college credentials from outside the US to have them evaluated by a NACES member such as TEC, ECE, GLOBE or WES: a course-by-course report for college transcripts and a general or grade evaluation for high school.
SUNY Empire's evaluation agencies, such as WES and ECE, accept certified translations from professional services such as eVerbary.
You translate first and the agency evaluates and sends the report to SUNY Empire; the evaluation is something we do not provide.

SUNY Empire requirements in detail
Translation
No rule of its own; the evaluation agency sets it.
Evaluation
High school or college credentials from non-US institutions, by a NACES member such as TEC, ECE, GLOBE or WES (Credentials from non-US institutions).
Which report
Course-by-course for college transcripts; a general or grade evaluation recommended for high school equivalency (Credentials from non-US institutions).
Delivery
Directly from the evaluation service to the university; copies sent by students are not accepted (Credentials from non-US institutions).
High school proof
Required for admission unless your evaluation shows the equivalent of a US associate or bachelor's degree (FAQ).
Canada
High school documents must show ministry approval and transcripts must be in English; AUCC and CAAT member institutions are accepted (Credentials from non-US institutions).
F-1 students
SUNY Empire cannot issue I-20s; international students enroll in online programs or at its international locations (International students).
What each evaluation agency asks for the translation
WES requires an exact, word-for-word translation by a professional translator or translation service and does not accept translations by applicants (WES).
ECE accepts a complete, literal translation in the original format from anyone, including you, and sells an $85 waiver under which it translates for the report (ECE).
The Evaluation Company (TEC) accepts an outside translation only from a translator certified by ATA (TEC); eVerbary can assign one through a free quote.
High school, college and the online student
SUNY Empire asks for proof of high school completion even when the evaluator did not need it for your university records; you skip it only if your evaluation shows the equivalent of a US associate or bachelor's degree (International students FAQ).
After admission, the evaluated college transcripts are reviewed for transfer credit. So if your degree is below that level, translate and evaluate your high school diploma as well as your university transcripts.
Because SUNY Empire cannot issue I-20s, international students study fully online from abroad or in classrooms at its international locations, such as Santo Domingo, Athens, Prague or Beirut (International students); US residents with foreign records follow the same evaluation rule.
Plan for each agency's own price and processing time (Credentials from non-US institutions).

Uploading the translation to SUNY Empire
The translation goes to the NACES agency with your records, not to SUNY Empire; the agency sends the original evaluation report to the university (Credentials from non-US institutions).
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For SUNY Empire that means we translate your records for the agency; the NACES evaluation is ordered by you after the translation and sent by the agency.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
