How we know · policy checked on October 26, 2026
Roxbury Community College requires the high school diploma or transcripts of F-1 applicants to be evaluated and approved by an evaluation agency, and says translations will not be accepted in place of that evaluation; its steps-to-apply page names CED, WES, The Evaluation Company or any NACES member.
Roxbury's evaluation agencies, such as WES, accept certified translations from professional services such as eVerbary. The translation is for the agency, which then writes the evaluation we do not provide.

Worth knowing about RCC
Evaluation, not translation
For F-1, a translation alone is not accepted.
CED, WES, TEC
Or any NACES member.
Credit: CED or WES
For schools without US regional accreditation.
RCC requirements in detail
Translation
For F-1 applicants, translations will not be accepted instead of an evaluation (international students).
Evaluation (F-1)
High school diploma or transcripts evaluated and approved by a "foreign educational agency" (Catalog: international students).
Evaluation (all applicants)
High school credentials from outside the US evaluated by a recognized agency: CED, WES, The Evaluation Company or another NACES member (steps to apply).
Catalog, new students
Original credentials from foreign high schools accepted with an official translation (catalog).
Transfer credit
Credit from international institutions without US regional accreditation may transfer if evaluated by CED or WES (transfer credit policy).
Where to send
Proof of high school completion to enrollment.management@rcc.mass.edu (Steps to apply).
For F-1 applicants the evaluation replaces the translation
RCC's international page says the high school diploma or transcripts must be evaluated and approved by an evaluation agency, and adds that translations will not be accepted (international students).
That does not mean the records go untranslated: the agency needs an English translation to evaluate them.
WES accepts a complete, word-for-word translation from a professional translator, not one made by the applicant; The Evaluation Company accepts outside translations only from ATA-certified translators, which eVerbary can provide on request through a free quote.
For college work, RCC's transfer policy accepts credit from international institutions without US regional accreditation if CED or WES evaluates the credentials (Transfer credit policy).
Where RCC's pages differ
The catalog page for new students says original credentials from foreign high schools are accepted if accompanied by an official translation.
The catalog page for international students requires an agency evaluation and says translations will not be accepted, and the steps to apply page asks every applicant with foreign high school credentials for an agency evaluation.
We have not resolved this. F-1 applicants should follow the evaluation rule; residents should ask Enrollment Management which one applies before ordering.

Documents applicants usually translate
- High school diploma
- High school transcripts
- College or university transcripts, for the CED or WES evaluation
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
Uploading the translation to RCC
Translations go to the evaluation agency with your records; the agency's evaluation goes to RCC. Proof of high school completion is sent to enrollment.management@rcc.mass.edu (Steps to apply).
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For RCC that means we translate your records for the agency; the evaluation RCC requires is ordered by you from CED, WES, The Evaluation Company or another NACES member.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Can I submit a certified translation to RCC instead of an evaluation?
Not as an F-1 applicant: RCC says translations will not be accepted and requires an agency evaluation (Catalog: international students).
Which evaluation agencies does RCC name?
CED, WES and The Evaluation Company, or any NACES member (Steps to apply).
Does the evaluation agency need a translation?
Yes. WES, for example, requires a professional translation of documents not in English (WES).
Which evaluation do I need for transfer credit?
One from CED or WES, for credit from institutions without US regional accreditation (Transfer credit policy).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
