A certified translator, not a notary public
Palomar's Office of International Education is unusually precise about who translates: documents not in English must be translated into English by a certified English translator, and a notary public will not do (application information).
The rule covers every document in the file, so in practice that means the transcripts and diplomas, the bank statements and any other certificate you submit.
Translations from eVerbary come with a signed certificate of accuracy from the translator.
Palomar keeps everything it receives and does not return or copy documents, so send scans. Applications missing a document are treated as incomplete and are not considered without prior approval (International Student Program: application information).
Overseas, transfer and change of status applicants
Overseas applicants, and anyone out of the US for more than five months, send copies of transcripts from all high schools, colleges and universities attended, translated into English; see high school diploma translation.
Change of status applicants in the US on another visa send the same transcripts.
F-1 transfer students instead send transcripts from every school that issued them an I-20, including English language schools, plus copies of all I-20s ever issued (International Student Program: application information).
All three groups send bank statements dated within six months and translated into English, for a total of at least $28,300 or the equivalent; mortgages, stocks, bonds, investments and retirement accounts do not count.
Fall applications have a priority date of April 15 for class selection, and spring applications from abroad close October 15 (deadlines).

Email the translation together with the copy of the original, as PDF, to intladm@palomar.edu, after you send the CCCID and confirmation numbers from your Palomar application (International Student Program: application information).
Make sure every page is legible; Palomar says documents must be readable and processing takes about two weeks once everything is in.
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
