How we know · policy checked on October 26, 2026
Frostburg State University publishes no translation rule of its own: every transcript from abroad, high school for first-year students and university for everyone, must go through a course-by-course foreign credential evaluation from ECE, International Consultants of Delaware, Josef Silny & Associates or WES, sent directly by the agency.
Frostburg's evaluation agencies, such as WES and ECE, accept certified translations from professional services such as eVerbary.
You order the translation first and send it to the agency; the evaluation is something we do not provide.

Frostburg State requirements in detail
Translation
Frostburg states no translation rule; foreign records reach it through the evaluation (International students: application procedures). The translation is what the agency needs before it can evaluate a document not in English.
Who may translate
Set by the evaluation agency: WES and ECE accept professional translations; Josef Silny wants an ATA-certified translator in the US.
Evaluation
Course-by-course for all transcripts, high school (first-year students only) and university, from ECE, International Consultants of Delaware, Josef Silny & Associates or WES (International students: application procedures).
What to send the agency
Official academic transcripts from all schools attended, including grades, exam sheets and certificates (International students: application procedures).
Delivery
Reports must come directly from the agency to be official (required documents).
Fees and funds
A $45 application fee; a financial certification form and a bank statement less than six months old, on letterhead, signed by a bank officer (International students: application procedures).
What each evaluation agency asks for the translation
Frostburg limits you to four agencies (application procedures). WES wants an exact, word-for-word translation by a professional translator and does not accept applicants' own.
ECE accepts a complete, literal translation, including your own, and sells an $85 waiver.
Josef Silny & Associates accepts outside translators in the US only if certified by ATA, and translates in-house; eVerbary can assign an ATA-certified translator on request through a free quote.
Check the translation rule of International Consultants of Delaware on its own site before ordering.
Course by course, even for high school
Frostburg asks for course-by-course reports for first-year applicants' high school transcripts as well as for university study, and transfers submit a professional course-by-course evaluation from the same four agencies (International students: application procedures).
Because the transcripts must include grades, exam sheets and certificates, translate the national exam results and the leaving certificate along with the yearly marks. See high school diploma translation.

Uploading the translation to Frostburg State
The translation goes to the evaluation agency with your records; the agency sends the course-by-course report directly to Frostburg (International students: required documents).
The application fee, financial certification and bank statement go to Frostburg with your application (International students: application procedures).
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For Frostburg State that means we translate your records for the agency; the course-by-course evaluation is ordered by you from ECE, ICD, Josef Silny or WES.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
