How we know · policy checked on October 27, 2026
Bellingham Technical College publishes no translation rule for academic records: international students must have their transcripts evaluated by an independent credit evaluation service, and BTC names World Education Services, Foundation for International Services and AACRAO.
BTC's evaluation agencies, such as WES, accept certified translations from professional services such as eVerbary.
You order the translation first and send it to the agency; the agency writes the evaluation, which we do not provide, while dependents' marriage and birth certificates go to BTC with their translations.

BTC requirements in detail
Translation
BTC states no translation rule for transcripts; they reach it through an independent credit evaluation. The translation is what the agency needs before it can evaluate a document not in English.
Who may translate
Set by the evaluation agency; WES accepts a professional translator or service and not the applicant (see below).
Evaluation
Transcripts evaluated through World Education Services, Foundation for International Services or the American Association of Collegiate Registrars (BTC: international student).
Dependents
Spouse and children: a scanned passport plus original and translated copies of the marriage or birth certificate (BTC: International Student Information Packet (PDF)).
Deadline
Apply and submit a complete International Student Packet by March 31 for the fall term; F-1 and M-1 students may only begin in fall (BTC: international student).
Placement
English and math competency through BTC's guided self-placement before the I-20 is issued (BTC: International Student Information Packet (PDF)).
Apply first, then the packet
BTC runs international admission in two steps: you apply and receive the acceptance (welcome) letter, and only then submit the International Student Packet to Enrollment Services; the Designated School Official reviews it and contacts you (international students).
For fall 2027 the complete packet is due March 31, 2027, and F-1 and M-1 students cannot start in another term because of program scheduling.
The transcript evaluation belongs in that packet timeline, so order the translation early.
WES wants a word-for-word translation by a professional translator or translation service, does not accept translations by applicants, and does not translate documents itself.
Students already in the US on another visa send copies of their visa, passport, I-94 and any I-20 together with the evaluated transcripts.
Family documents in the packet
If a spouse or children come with you, BTC asks for an extra US $5,000 per dependent in proof of funds, a scanned copy of each dependent's passport, and original and translated copies of the marriage certificate and of each child's birth certificate (international packet).
The packet does not say who must translate them; a certified translation of each certificate covers it.
Where BTC's pages differ
The international web page lists three evaluation services, WES, FIS and AACRAO (BTC: international student); the International Student Packet lists two, WES and FIS (BTC: International Student Information Packet (PDF)). Confirm with International@btc.edu before ordering the evaluation.

- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.

Uploading the translation to BTC
Academic translations go to the evaluation agency with your records (WES takes them in your WES account), and the agency sends the evaluation to BTC.
Family certificates and their translations go to Enrollment Services with the International Student Packet (BTC: International Student Information Packet (PDF)); questions go to International@btc.edu.
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For BTC that means we translate your records for WES or another listed service; the credit evaluation itself is ordered by you from the agency.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Does Bellingham Technical College require a certified translation?
BTC itself publishes no translation rule for transcripts; it requires an evaluation from WES, FIS or AACRAO (BTC: international student), and the agency sets the translation rule.
Which evaluation service should I use for BTC?
The international page names World Education Services, Foundation for International Services and AACRAO (BTC: international student); the packet names WES and FIS.
Do my children's birth certificates need translating?
Yes. BTC asks for original and translated copies of the marriage certificate for a spouse and the birth certificate for each child (BTC: International Student Information Packet (PDF)).
Can I start at BTC in winter or spring?
Not on an F-1 or M-1 visa: those students may only begin in fall, with the packet due March 31 (BTC: international student).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
