How we know · policy checked on October 21, 2026
Montgomery County Public Schools asks international students to bring final official school records, with official translations as needed, to its International Admissions and Enrollment (IAE) office, whose intake specialists analyze official transcripts and certified translations.
MCPS does not say who must make the translation, so a certified translation from a professional service such as eVerbary meets the rule.
IAE itself converts the grades and awards high school credit; families may instead use an outside evaluation, which MCPS accepts from Maryland-approved providers such as WES and Scholaro, and eVerbary provides neither.
MCPS at a glance
Does it accept eVerbary? Yes
MCPS regulation JEA-RC asks for final official school records with official translations as needed (MCPS Regulation JEA-RC: Enrollment and placement of international and foreign students), and IAE intake specialists analyze official transcripts and certified translations (MCPS IAE: Credit evaluations); neither restricts who translates, so a certified translation from a professional service such as eVerbary meets it. High school students bring every completed year and exam results.
Grade 9 without records
Placement waits for official records; 60 days to submit them.
MCPS requirements in detail
Translation
Official school records are presented with official translations as needed (regulation JEA-RC); IAE's credit page refers to certified translations (MCPS IAE: Credit evaluations).
Who may translate
Not specified in either source. A certified translation from a professional service meets both wordings.
Who enrolls through IAE
International and foreign students, US citizens who attended school abroad and need their records interpreted for grade placement, and students eligible for English language screening (MCPS: International Admissions and Enrollment).
Records required
High school students submit official records for each completed year from grade 8 to grade 12, with all national exam results, or a Ministry of Education letter if they did not finish (MCPS IAE: Enrollment process).
What counts as official
A transcript sent directly by the issuing school or delivered in a sealed envelope, or sent electronically through an approved secure service (MCPS IAE: Credit evaluations).
Credit or placement
IAE converts foreign grades using MAFSA charts and populates a credit evaluation by year, grade and credit; the receiving school shares it with the family within two to three days (MCPS IAE: Credit evaluations).
Outside evaluation
Optional. A third-party evaluation is accepted from any Maryland State Department of Education approved provider; MCPS has a partnership with Scholaro and WES (MCPS IAE: Credit evaluations).
Missing records
High school students without records are initially placed in grade 9; additional records should reach IAE within 60 days of enrollment (MCPS IAE: Enrollment process, MCPS IAE: Credit evaluations).
How the IAE intake works
Families of international students start enrollment through ParentVUE, upload the required documents, and are then cleared by an IAE intake specialist before the student goes to school (MCPS IAE: Enrollment process).
The specialist reviews the official transcripts and their certified translations, checks dates, years of schooling, grades and graduation status, researches the country's school system with MAFSA charts, and aligns each course with MCPS and Maryland standards (MCPS IAE: Credit evaluations).
The regulation behind the process, JEA-RC (July 2024), makes IAE responsible for evaluating foreign transcripts with MAFSA National Grading Scales for grade placement and credit (MCPS Regulation JEA-RC: Enrollment and placement of international and foreign students).
Students who may already hold the equivalent of a US high school diploma, through Cambridge exams or a national examination for example, can be subject to further evaluation before an enrollment decision (MCPS Regulation JEA-RC: Enrollment and placement of international and foreign students), and those who have earned that equivalent are referred to postsecondary pathways (MCPS IAE: Enrollment process).
Grade 9 until the records arrive
Grade placement for high school students depends on official records: without them, students are placed in grade 9 at first (MCPS IAE: Enrollment process).
MCPS gives families and schools 60 days after enrollment to send additional records, and considers late records case by case for families in crisis (MCPS IAE: Credit evaluations).
That makes the translation part of the timeline. Each year from grade 8 on needs its record and an English version that keeps every subject, mark and grading scale as issued; we never convert marks to a US GPA, because MCPS does the conversion itself.
Where MCPS's pages differ
The regulation says "official translations"; the IAE credit page says "certified translations" (JEA-RC, credit evaluations).
Neither defines the term or names a translator, and a certified translation with a signed statement of accuracy satisfies both.
The regulation also says copies are not accepted unless schools send records to IAE directly, while the credit page advises families to keep their original transcripts for future university applications; ask IAE how to present yours before the intake.
If you choose an outside evaluation instead, the agency sets its own translation rule: WES asks for a word-for-word translation by a professional translator (WES), and Scholaro accepts documents in their own language or with a certified translation (Scholaro).
Need a certified translation for MCPS?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents families usually translate
- High school transcripts or report cards for each year from grade 8
- National exam results and school leaving certificates
- Ministry of Education letters confirming studies not completed
- Birth certificates or family books
- Immunization records
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to MCPS
Upload the original record and its translation with the ParentVUE enrollment application; the IAE intake specialist reviews them before the student is cleared to a school (MCPS IAE: Enrollment process).
Records that must be official should come from the school directly or in a sealed envelope (MCPS IAE: Credit evaluations).
The IAE office is at the Rocking Horse Road Center, 4910 Macon Road, Suite 147, Rockville, open weekdays 8:00 a.m. to 4:00 p.m.; phone 240-740-4500 (MCPS: International Admissions and Enrollment). MCPS also runs a Welcome Center for international families (MCPS IAE: Welcome Center).
What we do not do
eVerbary translates documents; it is not the school district, and it does not decide grade placement or credit. Interpreters for meetings with the school are a separate service: see interpreters for parent-teacher conferences.
For MCPS that means we translate the records; the credit evaluation is done by IAE, or by an outside evaluator you choose, and we are neither.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
