How we know · policy checked on October 21, 2026

The Wisconsin Department of Public Instruction requires teachers prepared in another country to obtain a course-by-course credential evaluation, and accepts it only from NACES members, AICE members, ACREVS, AACRAO International Education Services or One Earth.

DPI has no rule of its own on who translates; the evaluation agency sets it, and WES, a NACES member, accepts certified translations from professional services such as eVerbary.

We translate your diploma, transcripts and teacher training records for the agency; the evaluation, including the English course titles DPI reads, comes from the agency.

Wisconsin DPI at a glance

Does it accept eVerbary? Yes

Wisconsin DPI requires a course-by-course evaluation from NACES or AICE members, ACREVS, AACRAO or One Earth (Pathways to licensure for teachers from another country), and WES, a NACES member, accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the agency's rule. Worth knowing about Wisconsin DPI

Closed list

DPI refuses evaluations from agencies outside its list.

Course titles in English

The agency translates course titles in its report.

Accredited bachelor's

A professional degree alone does not qualify under state law.

Wisconsin DPI requirements in detail

Translation

DPI publishes no translation rule of its own; the evaluation agency reports course equivalencies and the translation of course titles (Pathways to licensure for teachers from another country).

Who may translate

Set by the evaluation agency. WES asks for a professional translator (WES); ECE and One Earth accept a word-for-word translation, even one you make yourself (ECE, One Earth).

Evaluation

A course-by-course evaluation stating whether you hold the equivalent of a US bachelor's degree from a regionally accredited institution and completed a teacher training program (Pathways to licensure for teachers from another country).

Which agency

ACREVS, AACRAO International Education Services, members of AICE, members of NACES, and One Earth International Credential Evaluations; DPI does not accept evaluations from other agencies (Transcripts for license application).

Degree

State law requires a bachelor's degree from a regionally accredited university; a professional degree such as law or medicine that is not equivalent to one does not qualify (Pathways to licensure for teachers from another country).

How to submit

Transcripts are uploaded as scanned PDFs with your application; DPI asks you not to have paper transcripts mailed to it (Transcripts for license application).

Exceptions

No evaluation for approved programs in American Samoa, Guam, Puerto Rico, the Northern Mariana Islands or the Virgin Islands; a Three-Year Short-Term Substitute Teacher Permit accepts an evaluation summary (Pathways to licensure for teachers from another country).

A closed list of evaluators

DPI is explicit: you contact a professional evaluation service first, and it does not accept credential evaluations from agencies other than the ones it recognizes (Pathways to licensure for teachers from another country).

The transcripts page lists ACREVS, AACRAO International Education Services, members of AICE, members of NACES and One Earth International Credential Evaluations (Transcripts for license application).

An evaluation already done for an employer by an agency outside that list will not count.

Each of those agencies sets its own translation rule. WES does not translate and does not accept applicants' own translations; it wants an exact, word-for-word translation by a professional translator (WES).

One Earth lets you prepare the translation yourself in most cases (One Earth), and ECE either accepts yours or translates for its report under an $85 waiver (ECE).

What the evaluation must show DPI

The agency has to tell DPI whether you hold the equivalent of a US bachelor's degree from a regionally accredited institution, whether you completed a teacher training program, the course equivalencies, and the English titles of your courses (Pathways to licensure for teachers from another country).

DPI then applies the general Wisconsin licensing requirements, through the out-of-state route, a one-year license with stipulations or a guest teacher license, which is limited to three years with one renewal.

Because DPI reads course titles and teacher training from the report, the translation the agency works from should keep every course, hour and grade exactly as the transcript records it, practicum included. We translate it that way and never convert grades.

Where DPI's pages differ

The pathway page lists "Endorsed Members" of AICE and recognizes AACRAO members for institutions of higher education (Pathways to licensure for teachers from another country); the transcripts page lists "Members" of AICE and AACRAO International Education Services (Transcripts for license application).

If you plan to use an AICE agency or AACRAO, ask the licensing help desk which wording applies to you before you order.

Need a certified translation for Wisconsin DPI?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • University diploma or degree certificate
  • University transcripts and mark sheets, all years
  • Teacher training program records, including student teaching or practicum
  • Foreign teaching license or certificate, if you hold one
  • Course descriptions or syllabi, when the agency asks for them

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to Wisconsin DPI

  • The translations go to the evaluation agency with your records, under its instructions (WES, for example, takes uploads in your WES account). The agency prepares the course-by-course evaluation.

  • Your Wisconsin application is filed online; DPI works electronically and asks for scanned PDF uploads rather than paper sent to its office (Transcripts for license application). Ask the licensing help desk how it wants the evaluation itself received.

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For Wisconsin DPI that means we translate your records for the evaluation agency; the course-by-course evaluation, with its English course titles, comes from an agency on DPI's list.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Which evaluation agencies does Wisconsin DPI accept?

ACREVS, AACRAO International Education Services, members of AICE and NACES, and One Earth; evaluations from other agencies are not accepted (Transcripts for license application).

Who translates my transcripts for the evaluation?

The agency's rule decides. WES asks for a professional translator (WES: translation requirements); a certified translation from a professional service such as eVerbary meets it.

Does DPI need a translation of my diploma itself?

DPI reads the evaluation, which reports your degree, teacher training and the English titles of your courses (Pathways to licensure for teachers from another country). The agency needs the diploma and transcripts in English to prepare it.

Is a law or medical degree enough?

Not unless it is the equivalent of a US bachelor's degree from a regionally accredited institution, which state law requires (Pathways to licensure for teachers from another country).

Do I need an evaluation for a substitute permit?

For the Three-Year Short-Term Substitute Teacher Permit, an evaluation summary showing an associate's degree or higher can replace the course-by-course evaluation (Pathways to licensure for teachers from another country).
