How we know · policy checked on October 21, 2026
The West Virginia Department of Education has no translation rule of its own for educators with foreign degrees: its licensure rule, Policy 5202, relies on an international credential evaluation produced by a service recognized by AICE or NACES.
The evaluation agency decides who translates, and WES, a NACES member, accepts certified translations from professional services such as eVerbary.
We translate your diploma and transcripts for the agency; the evaluation, with equivalent degree and semester hours, comes from the agency.
West Virginia WVDE at a glance
Does it accept eVerbary? Yes
Policy 5202 defines an international credential evaluation as one by a service recognized by AICE or NACES (Policy 5202), and WES, a NACES member, accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the agency's rule. Who may translate
Evaluation
An official report interpreting your credentials and their US equivalency, by a service recognized by AICE or NACES (Policy 5202, 4.47).
Foreign degrees
A Provisional Administrative Certificate accepts an equivalent degree from an institution in a foreign country (Policy 5202, 10.2).
Non-US citizen permit
For exchange or visiting teachers: an evaluation by a WVDE-approved agency showing an equivalent preparation program or the credentials to teach in your country, an equivalent degree and a 2.50 GPA (Policy 5202, 17.2).
Advanced salary
A foreign credential evaluation must state the equivalent semester hours completed (Policy 5202, 22.2).
Policy 5202 is where the foreign rules live
WVDE's certification pages and application forms say nothing specific about degrees earned abroad (Certification).
The rule is Policy 5202, the state board's licensure rule effective January 11, 2025: it defines an international credential evaluation as an official report on equivalency of programs, degrees and grades, based on authentic documents and produced by a service recognized by AICE or NACES (Policy 5202 (126CSR136), licensure of professional personnel, effective January 11, 2025).
Section 17.2 calls the agency "WVDE-approved" for the Permit for Non-United States Citizen, and no approved list is published. Before you order, ask the certification office (certification.wvde@k12.wv.us) to confirm the agency you plan to use.
What the report must show
For a permit, the evaluation must show an equivalent US preparation program in a West Virginia specialization, or the credentials to teach in public schools of your country, plus the degree level and a GPA equivalent to 2.50 (Policy 5202 (126CSR136), licensure of professional personnel, effective January 11, 2025).
For advanced salary classification, it must state the equivalent semester hours (Policy 5202 (126CSR136), licensure of professional personnel, effective January 11, 2025).
Because the agency counts hours and computes the GPA from your transcript, the translation it works from should keep every course, hour and grade exactly as the original. We translate it that way and never convert grades.

What an eVerbary translation includes

Submitting the translation to West Virginia WVDE
The translations go to the evaluation agency with your records, under its instructions (WES, for example, takes uploads in your WES account). The agency prepares the evaluation report.
The report then goes with your West Virginia certification application, filed through the forms on WVDE's applications page; ask the certification office how it wants it received.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For West Virginia that means we translate your records for the evaluation agency; the AICE or NACES evaluation comes from the agency, and the certification decision from WVDE.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Does West Virginia require an evaluation of foreign teaching credentials?
Its licensure rule reads foreign credentials through an international credential evaluation by an AICE- or NACES-recognized service (Policy 5202 (126CSR136), licensure of professional personnel, effective January 11, 2025).
Who translates my transcripts?
The evaluation agency's rule decides. WES asks for a professional translator (WES: translation requirements); a certified translation from a professional service such as eVerbary meets it.
Can I work in West Virginia as a non-US citizen teacher?
A Permit for Non-United States Citizen exists for exchange and visiting teachers in recognized programs, valid one school year and renewable once (Policy 5202 (126CSR136), licensure of professional personnel, effective January 11, 2025).
Does my foreign degree count for salary classification?
Yes, if the evaluation report includes the number of equivalent semester hours (Policy 5202 (126CSR136), licensure of professional personnel, effective January 11, 2025).
