Vermont State Board of Nursing: Translation Requirements for Documents in Another Language
Yes, through the evaluation: Vermont BON asks for a credential evaluation, and Josef Silny & Associates (JS&A), one of the agencies it accepts, takes translations by a translator individually certified by ATA, whom eVerbary assigns on request.
Credential evaluation: Recommended: CGFNS, JS&A, SpanTran
- ATA-certified translator from $34.95 per page
- Ordered through a free quote
- Price and translator confirmed before you pay

The Vermont State Board of Nursing has no translation rule of its own: nurses educated outside the US and Canada need a credentials evaluation service report, and the Board's RN instructions recommend CGFNS (now TruMerit), Josef Silny & Associates and SpanTran (now The Evaluation Company).
Josef Silny and The Evaluation Company accept outside translations made in the US only from translators certified by the American Translators Association, and eVerbary assigns one on request; TruMerit has the school or itself translate nursing transcripts.
We translate your records for the agency; the report itself goes from the agency to the Board.
Vermont BON at a glance
Does it accept eVerbary? Yes
The Vermont BON requires a credentials evaluation report and recommends Josef Silny & Associates and SpanTran among its vendors (RN instructions); Josef Silny accepts outside translations by ATA-certified translators (JS&A) and The Evaluation Company requires an outside translator to be ATA-certified (TEC), so a translation by an ATA-certified translator assigned by eVerbary meets it. Worth knowing about Vermont BON
Three recommended vendors
CGFNS, Josef Silny or SpanTran, per the RN instructions.
ATA-certified translator
What Josef Silny and The Evaluation Company require.
Practice hours too
Rule 4-2 asks for recent nursing practice.
Vermont BON requirements in detail
Translation
No Board rule on who translates; the rule asks for English-language documentation, including the credentials review (Rule 4-2).
Who may translate
Josef Silny: in the US, ATA-certified translators (Josef Silny & Associates: services). The Evaluation Company: an ATA-certified outside translator (The Evaluation Company: avoid delays). TruMerit: the school, or TruMerit for a fee (TruMerit: CES Professional Report).
Evaluation
A credentials evaluation service report for international nursing programs, sent by the vendor directly to the Board (RN application instructions, February 2026).
Which agency
Recommended: CGFNS, Josef Silny & Associates, SpanTran (RN application instructions, February 2026). The rule describes an external agency specializing in international academic credentials review (Administrative Rules of the Vermont Board of Nursing, May 11, 2023).
English proficiency
Oral and written proficiency if the nursing program was not taught in English (Rule 4-2, 26 V.S.A. ch. 28).
Practice
For education outside the US and Canada: 400 hours in the last two years, 960 in five years, 20 hours of continuing education, or a current national certification (Administrative Rules of the Vermont Board of Nursing, May 11, 2023).
How to submit
Apply in the Online Services System; official documents by mail to 89 Main Street, Montpelier, or by email (RN application instructions, February 2026).
Why the ATA certification matters in Vermont
The Board reads the agency's report, not your translated records.
Its RN instructions, dated February 2026, ask applicants from international programs to contact one of its recommended vendors, which sends the completed report directly to the office (RN application instructions, February 2026).
Josef Silny's nursing application, which lists Vermont, asks for professional, certified English translations (Josef Silny & Associates: application for boards of nursing), and its services page requires ATA-certified translators for outside translations made in the US (Josef Silny & Associates: services).
SpanTran now operates as The Evaluation Company, which says an outside translator must be ATA-certified (The Evaluation Company: avoid delays).
A translation by a translator individually certified by ATA satisfies both. ATA certifies only some language pairs into English; see the ATA section below for the languages and prices.
Canada, other countries and the rule
Rule 4-2 treats Canadian-educated nurses separately: those licensed by a province who passed the NCLEX or, before 2016, the Canadian exam apply by endorsement (Administrative Rules of the Vermont Board of Nursing, May 11, 2023).
Nurses educated elsewhere are authorized to test once the Board has English-language documentation: the application, a background check, the credentials review, work eligibility, English proficiency and recent practice (Administrative Rules of the Vermont Board of Nursing, May 11, 2023).
The rule speaks of any external agency that specializes in international academic credentials review, while the instructions name three recommended vendors (RN application instructions, February 2026). If you want to use another agency, ask the Office of Professional Regulation first.
Need a certified translation for Vermont BON?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- Nursing school transcripts, for the agency
- Nursing diploma or degree certificate
- Nursing license and license verification from the country of education
- Proof of recent nursing practice from employers abroad
- Secondary school credential, if the agency asks for it
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to Vermont BON
The translation goes to the agency with your application, following its instructions (Josef Silny nursing form); the agency sends its report directly to the Vermont Board of Nursing (RN application instructions, February 2026).
The Board application is filed in Vermont's Online Services System (Nursing: apply or renew).
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for Vermont BON, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For Vermont that means we translate the records the agency asks for; the credentials report comes from the agency, ordered by you, and we cannot send records on behalf of your school.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
