How we know · policy checked on October 21, 2026

Oregon's Teacher Standards and Practices Commission says foreign credentials and other foreign documents may require an official translation, without saying who must make it, and that foreign transcripts need an official evaluation from an agency listed by NACES.

Oregon TSPC accepts certified translations from professional services such as eVerbary for those documents, and WES, a NACES member, accepts them for the evaluation.

We translate your teaching certificate, diploma and transcripts; the NACES evaluation and the license decision come from the agency and TSPC.

Oregon TSPC at a glance

Does it accept eVerbary? Yes

TSPC's licensing guide says foreign credentials and other foreign documentation "may require official translation" and names no required translator (First License Teaching guide); foreign transcripts go through a NACES agency such as WES, which accepts professional translations (WES translation rules).

A certified translation from a professional service such as eVerbary meets both. Policy checked on October 21, 2026.

Worth knowing about Oregon TSPC

Official translation

For foreign credentials and other foreign documents.

NACES for transcripts

An agency typically approved on NACES.org.

Director review

All foreign preparation is reviewed by the Director of Licensure.

Oregon TSPC requirements in detail

Translation

Foreign credentials and other foreign documentation may require official translation (First License Teaching guide, June 2025).

Who may translate

TSPC does not say; it asks for an "official" translation. For transcripts sent to the evaluator, the agency's rule applies (WES: a professional translator) (WES).

Evaluation

Foreign transcripts require an official evaluation from an agency typically approved on the NACES website (First License Teaching guide, June 2025, NACES members).

Foreign teaching license

Teachers who completed preparation and were licensed outside the US may qualify for the one-year Reciprocal Teaching License (Reciprocal Teaching License guide).

How to submit credentials

A copy of the teaching credential is uploaded to the Documents section of eLicensing, emailed to contact.tspc@oregon.gov, or mailed to TSPC, 250 Division St NE, Salem (First License Teaching guide, June 2025).

Official transcripts

Electronically from the college to tspc.transcripts@oregon.gov, or on paper in a sealed university envelope; transcripts uploaded by the educator are not official (First License Teaching guide, June 2025).

Review

All foreign preparation, evaluated transcripts and credentials alike, is subject to review by the Director of Licensure or the Executive Director (First License Teaching guide, June 2025).

Two different documents, two different rules

Oregon splits a foreign file in two.

Transcripts go to a NACES-listed agency for an official evaluation; your teaching certificate or license, and other foreign documents, go to TSPC as copies and may need an official translation (First License Teaching guide, June 2025).

The translation of the certificate is the document TSPC itself reads, so it should show the license type, subjects and grade levels exactly as issued.

For the transcripts, the agency sets the rule. WES, a NACES member, asks for an exact, word-for-word translation by a professional translator and does not translate itself (WES). One order with us can cover both: the certificate for TSPC and the transcripts for the agency.

Which Oregon license fits a teacher licensed abroad

TSPC's guide sends teachers who completed a preparation program and were licensed outside the US to the Reciprocal Teaching License, issued for one year while you meet Oregon's missing requirements, such as the subject exams (First License Teaching guide, June 2025).

At the end of that term you must meet the requirements of the Preliminary Teaching License or another non-provisional Oregon license (Reciprocal Teaching License guide).

Teachers coming for a cultural exchange may hold the International Visiting Teacher License, which requires an Oregon district sponsor, a J-1 visa, a NACES evaluation of the degree and a copy of the foreign teaching credential, with an official translation if needed (First License Teaching guide, June 2025).

Where TSPC's documents differ

The 2020 Reciprocal Teaching License guide and the 2025 First License Teaching guide carry the same foreign-credential wording, but the older one lists contact addresses at tspc.oregon.gov and the newer one at oregon.gov (2020 guide, 2025 guide).

Use the addresses in the 2025 guide. Both say the guidance does not override Oregon Administrative Rules, Division 584.

Need a certified translation for Oregon TSPC?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to Oregon TSPC

  • Upload the translated teaching credential with the copy of the original to the Documents section of your eLicensing account, email it to contact.tspc@oregon.gov, or mail it to TSPC (First License Teaching guide, June 2025).

  • Transcript translations go to the NACES agency with your records, under its instructions; the agency's official evaluation then goes to TSPC (First License Teaching guide, June 2025).

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For Oregon TSPC that means we translate your certificate and records; the NACES evaluation, Oregon exams and the license decision are outside what we do.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does TSPC require a translation of my foreign teaching license?

Who has to make the translation?

TSPC does not say; it asks for an official translation (First License Teaching guide, June 2025). For transcripts, the NACES agency decides; WES wants a professional translator (WES: translation requirements).

Do my foreign transcripts need an evaluation?

Yes, an official evaluation from an agency typically approved on the NACES website (First License Teaching guide, June 2025).

Can I upload my transcripts myself?

No. Official transcripts come electronically from the college or in a sealed university envelope (First License Teaching guide, June 2025). Translations of your credentials can be uploaded to eLicensing.

Which license should I apply for?

Teachers licensed abroad may qualify for the Reciprocal Teaching License, valid one year (Reciprocal Teaching License guide). See TSPC's out-of-state page for other options.
