How we know · policy checked on October 21, 2026
The Oregon State Board of Nursing requires internationally educated applicants to submit a credential evaluation with a course-by-course review of theory and clinical hours, and leaves the translation of your records to the evaluation agency.
Educational Perspectives, one of the agencies OSBN lists, asks you for an official English translation and accepts one from a reputable translation agency or certified professional translator, so a certified translation from eVerbary works there; JS&A and The Evaluation Company accept outside translators only if ATA-certified, which eVerbary assigns on request.
We translate; the evaluation comes from the agency, and OSBN decides whether your education qualifies.
Oregon BON at a glance
Does it accept eVerbary? Yes
OSBN requires a credential evaluation from internationally educated applicants and lists Educational Perspectives among the agencies commonly used (credential evaluation requirements); EP's nursing licensure evaluation asks you to provide an official English translation (EP nursing) and accepts translations from a reputable translation agency or a certified, professional translator (EP translations FAQ), so a certified translation from a professional service such as eVerbary meets the agency's rule. Worth knowing about Oregon BON
No NCLEX code
Also applies to US-style programs without an NCLEX program code.
Reuse is allowed
An evaluation made for another board or school can be used.
OSBN decides
The evaluation informs the board; OSBN makes the final call.
Oregon BON requirements in detail
Who needs an evaluation
Every internationally educated applicant, and anyone from a program without an NCLEX program code; many Canadian programs have had a code since 2015 (Credential evaluation requirements).
What it must include
Completion of a program authorized by the country's regulator; a course-by-course review of theory and clinical hours; comparability to a US RN or practical nurse program; and, if applicable, foreign licensure and any discipline (Credential evaluation requirements).
Agencies
Commonly used: ECE, Educational Perspectives, ERES, Josef Silny & Associates, The Evaluation Company and TruMerit. OSBN staff cannot recommend or endorse agencies (Credential evaluation requirements).
Translation
ATA-only agencies
Reuse and final decision
OSBN can use an evaluation made for another licensing board or school if it contains everything required, and it makes the final determination on your education (Credential evaluation requirements).
Choose the agency for its translation rule too
OSBN lists six agencies and asks you to check that the one you pick can produce an evaluation that meets its standards (Credential evaluation requirements). Their translation rules differ.
Educational Perspectives has your school send academic records and the Academic Record Request form directly, asks you to provide an official English translation, and says nursing licensure reports take about 12 working days (EP nursing); its FAQ accepts translations from a reputable translation agency or a certified, professional translator (EP FAQ).
ECE wants nursing records sent in English by the school and translates them itself when needed (ECE). TruMerit wants nursing transcripts translated by the school or by TruMerit (TruMerit).
JS&A and The Evaluation Company accept an outside translation only from an ATA-certified translator (JS&A, TEC). ERES's site could not be read when we checked; ask ERES directly.
Where OSBN's pages differ
Oregon's rules, as quoted in the 2025 rule notice, call for a "Board approved evaluation service" (Division 31 rule notice), while the web page lists agencies that are "commonly used" and says staff cannot recommend any (Credential evaluation requirements). If you are considering an agency not on the list, ask OSBN first.
Oregon's older rule for applicants with 400 practice hours required the employer's practice-hours letter in English, or an ATA-certified translation accompanied by the original letter; the 2025 notice consolidating Division 31 repeals that rule and moves its content into consolidated licensure rules (Notice of proposed rulemaking, Division 31 (2025)).
If your employer writes in another language, ask OSBN what it accepts now.
Need a certified translation for Oregon BON?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

- Nursing school transcript showing theory and clinical hours

What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to Oregon BON
The translation goes to the evaluation agency, with the records your school sends it directly; for Educational Perspectives, follow its nursing licensure instructions (Educational Perspectives: nursing licensure evaluation). The agency sends its evaluation for your OSBN application.
eVerbary delivers the certified translation as a PDF you can upload or forward to the agency; write in the order notes which agency it is for.
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for Oregon BON, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For Oregon that means we translate your records; the credential evaluation comes from the agency, and OSBN makes the final determination on your education.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Does the Oregon State Board of Nursing accept a translation from a translation company?
OSBN leaves translation to the evaluation agency. Educational Perspectives, on OSBN's list (Credential evaluation requirements), accepts translations from a reputable translation agency or certified, professional translator (Educational Perspectives: translation services FAQ).
Which credential evaluation agency should I use?
OSBN cannot recommend one; it lists ECE, Educational Perspectives, ERES, JS&A, The Evaluation Company and TruMerit as commonly used (Credential evaluation requirements).
Can I reuse an evaluation I already have?
Yes, if it was made for another licensing board or school and includes all the information OSBN requires (Credential evaluation requirements).
Do Canadian graduates need an evaluation?
Not if their program has an NCLEX program code, which many Canadian programs have had since 2015 (Credential evaluation requirements).
Can eVerbary provide an ATA-certified translator for JS&A or TEC?
Yes, on request through a free quote; write in the notes which agency the translation is for. ATA certifies only some languages into English, listed in the ATA section above.
