How we know · policy checked on October 21, 2026
The North Dakota Board of Nursing publishes no translation rule of its own: internationally educated nurses need a course-by-course credentials evaluation, translated to English and sent to the board with the evaluated transcript by one of six recognized agencies.
Two of them, Josef Silny & Associates and The Evaluation Company, accept outside translations made in the US only from translators individually certified by ATA, which eVerbary assigns on request; TruMerit, ECE and IEE take English records from the school or translate them themselves.
We translate your transcript, diploma and license; the evaluation and its delivery to the board come from the agency.
North Dakota BON at a glance
Does it accept eVerbary? Yes
North Dakota BON requires an evaluation from a recognized agency and lists TruMerit, JS&A, ERES, The Evaluation Company, IEE and ECE (exam requirements), and ECE accepts an English translation from a professional service (ECE documentation requirements), so a certified translation from a professional service such as eVerbary meets it.
If you choose JS&A or TEC instead, JS&A accepts certified outside translations done by ATA-certified translators (JS&A) and TEC requires an outside translator to be ATA-certified (TEC), and eVerbary assigns an ATA-certified translator on request. Policy checked on October 21, 2026.

Worth knowing about North Dakota BON
Six agencies
TruMerit, JS&A, ERES, TEC, IEE and ECE are recognized.
Agency sends everything
The evaluation and the evaluated transcript go straight to the board.
English textbooks
The report must say whether instruction used English textbooks.
North Dakota BON requirements in detail
Translation
The evaluation must be translated to English (License by exam, internationally educated); the board does not say who translates the underlying records, so the agency's rule applies.
Who may translate
Evaluation
An official course-by-course evaluation that includes a copy of the transcript, sent by the agency; copies from the applicant, unofficial, faxed and emailed copies are refused (License by exam, internationally educated).
Transcript
Sent directly from the nursing program to the evaluation service (License by exam, internationally educated).
English
The evaluation must state that instruction was in English with English textbooks; otherwise you provide evidence of English proficiency, unless you graduated from an English-speaking Canadian program (License by exam, internationally educated).
Endorsement
Nurses educated abroad and licensed in another state send the same evaluation, Nursys verifications of their first and current licenses, and attest to 400 hours of practice in four years; practice outside the US is verified by the employer on form SFN 17706 (License by endorsement, internationally educated).
What each recognized agency says about translations
Josef Silny & Associates has the school send official credentials directly; if they are not in English, a certified English translation is also required, or its Translation Department provides one.
Outside translations are accepted under conditions: ATA-certified translators in the US, accredited or officially certified translators abroad, and JS&A may reject translations below its standards (JS&A).
The Evaluation Company lists certified English translations among the documents for its Nursing Course Analysis (TEC nursing), and an outside translator must be certified by ATA; otherwise TEC translates after your application is complete (TEC).
ECE asks schools to send nursing records in English and offers its own translation when needed (ECE nursing reports).
IEE's nursing handbook asks for school documents in English or with an English translation, offers translation for a fee, and does not accept translations directly from applicants (IEE handbook).
TruMerit wants nursing transcripts translated by the school or by TruMerit (TruMerit). ERES's site could not be read when we checked; ask ERES directly.
The order of steps
Your nursing program sends the transcript to the agency, not to the board (License by exam, internationally educated).
If you choose JS&A or TEC and your records are not in English, order the translation from your own copy of the documents, from an ATA-certified translator, and give it to the agency under its instructions.
The agency then sends the board the full evaluation and the transcript it evaluated.
The board's checklist for an exam applicant has four items: the online application for internationally educated nurses, the evaluation from a recognized agency, NCLEX registration with Pearson, and the criminal history record check (License by exam, internationally educated).
Applications go through the Nurse Portal; paper applications are no longer accepted.
Need a certified translation for North Dakota BON?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- Nursing school transcript showing theory and clinical hours
- Nursing diploma or degree certificate
- Foreign nursing license or registration
- Course descriptions, when the agency asks for them
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to North Dakota BON
The translation goes to the evaluation agency, under its instructions: JS&A takes the application by email to processing@jsilny.org or by mail, with credentials sent by the school (Josef Silny & Associates: services and translations).
The board accepts the evaluation only from the agency (License by exam, internationally educated).
eVerbary delivers the certified translation as a PDF that you can upload or forward to the agency; write in the order notes which agency it is for and that you need a translator individually certified by ATA.
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for North Dakota BON, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For North Dakota that means we translate your records; the course-by-course evaluation, the transcript that goes with it, and their delivery to the board come from the agency.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Does the North Dakota Board of Nursing accept a translation from a translation service?
The board asks for an evaluation translated to English from a recognized agency (License by exam, internationally educated). JS&A and TEC accept outside translations by ATA-certified translators (JS&A, TEC), which eVerbary assigns on request.
Which evaluation agency should I use?
Any of the six the board recognizes: TruMerit/CGFNS, Josef Silny & Associates, ERES, The Evaluation Company, IEE or ECE (License by exam, internationally educated). If you want to bring your own translation, JS&A and TEC accept one from an ATA-certified translator.
Can I send my transcript or evaluation to the board myself?
No. The board refuses copies sent by the applicant; the agency sends the evaluation and the evaluated transcript (License by exam, internationally educated).
Do I need an English test?
Only if the evaluation does not show English instruction with English textbooks; graduates of English-speaking Canadian programs are exempt (License by exam, internationally educated). For a multistate license, nurses educated without English textbooks must pass a board-accepted English exam (License by endorsement, internationally educated).
Can I translate my own documents?
Not for IEE, which does not accept translations from applicants (IEE: nursing applicant handbook); JS&A and TEC accept outside translations only from ATA-certified translators.
