How we know · policy checked on October 21, 2026

The North Carolina Department of Public Instruction asks applicants with a degree from another country for an evaluation from an international education evaluation provider, which also stands in for Form V when the teacher preparation program was completed abroad; it publishes no translation rule of its own and names no agency.

WES, one such provider, accepts certified translations from professional services such as eVerbary.

We translate your diploma, transcripts and teaching certificate for the evaluator; the evaluation and the licensing decision come from the evaluator and NC DPI.

NC DPI at a glance

Does it accept eVerbary? Yes

NC DPI requires an evaluation from an international education evaluation provider for a degree earned in another country (out-of-state application), and WES accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the evaluator's rule. Worth knowing about NC DPI

Evaluation replaces Form V

Programs completed abroad are verified by the evaluation.

No agency list

NC DPI asks for an international evaluation provider, unnamed.

SSN required

NC law requires a US Social Security number to apply.

NC DPI requirements in detail

Translation

NC DPI publishes no translation rule; your documents are translated for the evaluation provider, under that provider's rule (Out of State Initial Application).

Who may translate

Set by the evaluator. WES asks for a professional translator and refuses applicant translations (WES); ECE accepts any complete word-for-word translation (ECE).

Evaluation

Required for a degree earned in another country, to establish the US equivalency (Out of State Initial Application). The FAQ calls it a transcript evaluation from an international education evaluation service (FAQ).

Program completion

For teachers prepared outside the US, the international evaluation is accepted in lieu of Form V, the program verification signed by a US institution (Out of State Initial Application).

Transcripts

PDF copies of official degree-dated transcripts from every college attended, not password protected or set to expire; no links to shared drives (Out of State Initial Application).

Other items

Passing test scores from the state or country where you completed the preparation program, and Form E for teaching experience (Out of State Initial Application).

Social Security number

A valid US Social Security number is required by North Carolina law to apply (Licensure forms and FAQs).

One evaluation does two jobs in North Carolina

For a US-prepared teacher, NC DPI wants transcripts plus Form V, signed by the licensure officer or dean of the preparing institution.

For a teacher prepared abroad, the international evaluation replaces Form V (Out of State Initial Application).

So the evaluation has to show both the US equivalent of your degree and that it included a teacher preparation program, and the agency can only say that if it can read your records.

Translate the whole file: the diploma, every page of the transcript, and the practicum or student teaching record. We translate course names, hours and grades exactly as printed; converting them into US credits is the evaluator's work.

Choosing an evaluation provider

NC DPI does not publish a list of agencies or require NACES membership; its application and FAQ only say "international education evaluation provider" or "service" (application, FAQ). Ask the Licensure Section (asklicensure@dpi.nc.gov) before ordering if you plan to use a small agency.

Translation rules differ by agency. WES does not translate and wants an exact, word-for-word translation by a professional translator (WES); ECE accepts a literal translation by anyone, or translates for its report for a fee (ECE).

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to NC DPI

  • The translation goes to the evaluation provider with your documents, under that provider's instructions (WES, for example, takes uploads in your WES account) (WES: translation requirements).

  • The evaluation, transcripts and the other items go with your out-of-state application to NC DPI through its online licensure system (Out of State Initial Application).

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For NC DPI that means we translate your records for the evaluation provider; the evaluation itself, test scores and the license decision are outside what we do.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does North Carolina require a translation of my foreign degree?

NC DPI asks for an international evaluation of a degree earned abroad (Out of State Initial Application); the provider needs your records in English under its own rule. WES, for example, wants a professional translator (WES: translation requirements).

Which evaluation agency does NC DPI accept?

It names none: the application asks for an "international education evaluation provider" (Out of State Initial Application). Confirm with the Licensure Section if in doubt.

Do I still need Form V?

Not if you completed your program abroad: the international evaluation is accepted in lieu of Form V (Out of State Initial Application).

Can I apply without a Social Security number?

No. A valid US Social Security number is required by North Carolina law (Licensure forms and FAQs).

Can I translate my own documents?

Not for WES, which refuses applicant translations (WES: translation requirements). ECE allows it (ECE: documentation requirements).
