How we know · policy checked on October 21, 2026
The North Carolina Medical Board asks applicants for the Internationally-Trained Physician Employee (ITPE) license to submit every document in English or with a verified translation, and does not say who must make it.
NCMB accepts certified translations from professional services such as eVerbary for the documents you upload, such as name-change records.
The foreign criminal background check is the exception: it must arrive in English directly from the issuing agency, and international graduates seeking a full license send their education credentials through FCVS, which we do not handle.

Does it accept eVerbary? Yes
NCMB's ITPE checklist says all documents must be in English "or with a verified translation" and names no required translator (ITPE checklist), so a certified translation from a professional service such as eVerbary meets it. Policy checked on October 21, 2026.

North Carolina Medical Board requirements in detail
Translation
ITPE applicants submit all documents in English or with a verified translation (ITPE license checklist). The full-license checklists for FCVS applicants publish no translation rule (Full license using FCVS: checklist).
Who may translate
Not specified by NCMB (ITPE license checklist).
Criminal background check
ITPE applicants provide one from their country of licensure, in English, sent by the issuing agency to license@ncmedboard.org; NCMB cannot accept one not provided in English (ITPE license checklist).
Foreign license verification
Your licensing authority completes NCMB's form and emails it to the board (ITPE license checklist).
Name change
Marriage certificate, divorce decree or other legal record, uploaded through the Licensure Gateway (ITPE license checklist, full license).
Which application
IMGs with two years of ACGME training who do not qualify for the expedited license use the full application with FCVS (Full license applications for physicians); ITPE is for physicians licensed abroad with a North Carolina job offer (Internationally-Trained Physician Employee (ITPE) license).
ECFMG
Full license: a current ECFMG certificate, usually in the FCVS profile. ITPE: eligibility for ECFMG certification is enough (Full license using FCVS: checklist, FAQ).
The ITPE license: where translations matter most
The ITPE license, created by state law in 2025, lets a physician licensed abroad work for a North Carolina hospital or rural practice that has offered full-time employment, and can lead to a full license after four years (Internationally-Trained Physician Employee (ITPE) license).
Its eligibility list includes 130 weeks of medical education at a school in the World Directory of Medical Schools, ECFMG eligibility, and two years of graduate training approved in the country of licensure or ten years of practice there (Professional FAQs: licensing).
Because ITPE applicants come straight from practice abroad, much of their file is in another language, and the checklist's rule covers all of it (ITPE license checklist).
Training verifications and license verifications are still sent by the program or authority; the documents you upload yourself are the ones you have translated.
Where NCMB's pages differ
The ITPE checklist states the translation rule; the full-license checklists for FCVS applicants do not mention translations, because FCVS collects the education documents (Full license using FCVS: checklist).
For any document you upload on either path, a certified translation satisfies the ITPE wording.
The criminal background check is different on every path: NCMB wants it issued in English by the foreign agency (ITPE license checklist), so a translation you order does not replace it.

What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to North Carolina Medical Board
Upload the certified translation with a copy of the original through the NCMB Licensure Gateway, in the item where the checklist asks for that document (ITPE license checklist).
Verifications that must come from a licensing authority, training program or police agency go from that source to license@ncmedboard.org, not from you (ITPE license checklist).
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For NCMB that means we translate the documents you upload; we do not obtain the foreign background check, the FCVS profile or license verifications, which come from their source.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Does NCMB accept certified translations?
Yes. The ITPE checklist asks for documents in English or with a verified translation, without naming a required translator (ITPE license checklist).
Can I translate my foreign criminal background check?
No. NCMB cannot accept a background check not provided in English, and it must come directly from the issuing agency (ITPE license checklist).
Do international graduates need FCVS in North Carolina?
For the full license, yes: IMGs with two years of ACGME training apply with FCVS (Full license applications for physicians).
Do I need ECFMG certification for the ITPE license?
No, but you must be eligible for it: school verified by ECFMG, USMLE Steps 1 and 2 passed, and any pathway assessments (Professional FAQs: licensing).
How do I upload translated documents?
Through the Licensure Gateway after you complete the online application (ITPE license checklist).
