How we know · policy checked on October 21, 2026

The Minnesota Professional Educator Licensing and Standards Board (PELSB) asks teachers trained outside the US to send their transcripts, pattern of training and degrees to a professional evaluation service listed by NACES or AICE, and to mail the original course-by-course evaluation with a tiered license application; it publishes no translation rule of its own.

WES, a NACES member, accepts certified translations from professional services such as eVerbary. We translate your records for the evaluator; the evaluation and the license decision are not ours.

PELSB at a glance

Does it accept eVerbary? Yes

PELSB sends applicants to a professional evaluation service found through NACES or AICE (PELSB foreign credential evaluation); WES is a NACES member (NACES members) and accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the evaluation agency's rule. Worth knowing about PELSB

Original by mail

The original evaluation goes to PELSB in Saint Paul.

Teacher education focus

The report must show grade levels and subjects trained.

Copies of diplomas only

PELSB may not return originals.

PELSB requirements in detail

Translation

PELSB publishes no translation rule; documents are translated for the evaluation service, under that service's rule (Foreign credential evaluation, April 2025).

Who may translate

Set by the service. WES asks for a professional translator and refuses applicant translations (WES); ECE accepts any literal, word-for-word translation (ECE); IERF may ask for professional translations (IERF).

What goes to the evaluator

Transcripts of credits, the pattern of training and the degrees awarded (Foreign credential evaluation, April 2025).

Evaluation

A detailed course-by-course evaluation showing the equivalent of a bachelor's degree in teacher education, plus the grade levels and major and minor subjects you were trained to teach (Foreign credential evaluation, April 2025).

Which service

Providers listed on the NACES and AICE websites (Foreign credential evaluation, April 2025, Tier 3 application).

Original or copy

PELSB needs the original evaluation and a current US address to return it; send only copies of foreign licenses and diplomas, as originals are not always returned (Foreign credential evaluation, April 2025).

How to submit

The tiered application, the original evaluation, a fingerprint card and payment, mailed to PELSB, 1021 Bandana Blvd. E., Suite 222, Saint Paul (Foreign credential evaluation, April 2025).

What PELSB reads in the evaluation

PELSB does not compare your diploma with a table; it relies on the course-by-course evaluation to decide whether your preparation equals Minnesota's (Foreign credential evaluation, April 2025).

It needs three things from the report: a bachelor's-level program in teacher education, the grade levels you were prepared for, and your major and minor teaching subjects.

A general degree evaluation without those details leaves the board unable to place you in a licensure field.

That is why the evaluator should receive more than the diploma. The transcript, the program description or study plan and the practicum record show the pattern of training PELSB asks about.

We translate each of them in full, stamps and handwritten notes included, and leave grades and hours as recorded.

Choosing a service and its translation rule

PELSB points to the NACES and AICE member lists and tells you to ask the service directly how to submit (Foreign credential evaluation, April 2025).

WES does not translate and wants an exact, word-for-word translation by a professional translator (WES). ECE accepts a literal translation by anyone, or translates for its report for a fee (ECE).

IERF asks for line-by-line, typed translations and may require professional ones (IERF).

The 2026 Tier 3 application repeats the rule: preparation completed outside the US must be evaluated by a foreign credential evaluation service, and the original course-by-course evaluation is mailed to PELSB (Application for Tier 3 license, 2026).

Need a certified translation for PELSB?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • University diploma or teacher education degree certificate
  • Transcripts or mark sheets for every year of the program
  • Program description or study plan showing the pattern of training
  • Student teaching or practicum records
  • Foreign teaching license (a copy goes to PELSB)

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to PELSB

  • The translation goes to the evaluation service with your records, under that service's instructions (WES, for example, takes uploads in your WES account) (Foreign credential evaluation, April 2025).

  • You then mail PELSB the tiered application, the original course-by-course evaluation, a fingerprint card and payment, with copies, not originals, of foreign licenses and diplomas (Foreign credential evaluation, April 2025).

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For PELSB that means we translate your records for the evaluation service; the course-by-course evaluation and the tier decision come from the service and the board.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does PELSB require a translation of my transcripts?

PELSB requires a course-by-course evaluation (Foreign credential evaluation, April 2025); the evaluation service needs your records in English under its own rule. WES, for example, wants a professional translator (WES: translation requirements).

Which evaluation services does PELSB accept?

Professional evaluation services listed on the NACES and AICE websites (Foreign credential evaluation, April 2025).

Do I send my original diploma?

No. Send copies of foreign licenses and diplomas; the original evaluation is the document PELSB needs (Foreign credential evaluation, April 2025).

Can I upload the evaluation instead of mailing it?

The Tier 3 application says to mail the original course-by-course evaluation to PELSB (Application for Tier 3 license, 2026).

Can I translate my own documents?

Not for WES, which refuses applicant translations (WES: translation requirements). A certified translation from a professional service such as eVerbary meets its rule.
