How we know · policy checked on October 21, 2026

OSSE, which issues DC teaching credentials, asks educators prepared outside the US for a foreign credential equivalency report from a NACES or AICE member, an accredited four-year college or an evaluator approved by another state, and tells them not to send diplomas, foreign transcripts or any document not printed in English.

WES, a NACES member, accepts certified translations from professional services such as eVerbary. We translate your diploma and transcripts for the evaluator; OSSE reads only the English report, which the agency prepares.

OSSE at a glance

Does it accept eVerbary? Yes

OSSE accepts equivalency reports from NACES or AICE members (foreign prepared educators), and WES, a NACES member, accepts a translation by a professional translator or certified translation agency (WES translation rules), so a certified translation from a professional service such as eVerbary meets the evaluation agency's rule. Worth knowing about OSSE

Nothing in another language

OSSE asks you not to send non-English documents.

Three kinds of evaluator

NACES or AICE, four-year colleges, other states' evaluators.

All pages of the report

Upload the whole evaluation, not a summary page.

OSSE requirements in detail

Translation

OSSE has no translation rule of its own and asks applicants not to send diplomas, foreign transcripts or any document not printed in English (Foreign prepared educators). Translation is for the evaluator.

Who may translate

Set by the evaluator. WES asks for a professional translator, not the applicant (WES); IEE accepts certified translators (IEE); ECE accepts a literal translation by anyone (ECE).

Evaluation

Studies completed outside the US must be evaluated to show whether they equal a US bachelor's degree or higher (Foreign prepared educators).

Accepted evaluators

Current NACES or AICE members, accredited four-year colleges and universities, and evaluation organizations approved by other state licensing agencies (Foreign prepared educators).

What the report must show

A US equivalency degree summary and a course-by-course list of all coursework with the grade and credit hours for each course (Foreign prepared educators).

What you submit

All pages of the evaluation, an FBI Identity History Summary Check, test scores, and US transcripts or another state's credential where they apply (Foreign prepared educators).

Contact

OSSE lists a separate email contact for international educator credential applicants (Educator credentialing and certification).

OSSE reads English only

OSSE's page for foreign-prepared educators is unusually direct: do not send diplomas, foreign transcripts or any document not printed in English (Foreign prepared educators).

What it wants is the evaluation report, in full, with a degree equivalency summary and a course-by-course list showing grades and credit hours. Your translation therefore goes to the evaluator, not to OSSE.

That makes the evaluator's rule the one to follow. WES, for example, wants an exact, word-for-word translation by a professional translator and does not accept applicants' own (WES).

We translate every page, stamps included, and keep grades and hours exactly as recorded so the evaluator can convert them.

A wider choice of evaluators than most states

OSSE accepts reports from any NACES or AICE member, from accredited four-year colleges and universities, and from organizations that another state's educator licensing agency approves for certification (Foreign prepared educators).

If you already have an evaluation prepared for another state, check whether it shows the degree summary and course-by-course grades and credits OSSE asks for before ordering a new one.

Each evaluator sets its own translation rule. ECE lets you translate yourself or translates under an $85 waiver (ECE); IEE refuses translations by the client or a notary public (IEE). Ask the agency before you order the translation.

Need a certified translation for OSSE?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • University diploma or degree certificate, for the evaluator
  • University transcripts and mark sheets, all years
  • Teacher preparation and student teaching records
  • Teaching certificate from the other country, if the evaluator asks for it

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to OSSE

  • The translation goes to the evaluator with your documents, under its instructions; WES takes uploads in your WES account (WES). OSSE does not want the translation or the foreign documents themselves (Foreign prepared educators).

  • You submit all pages of the evaluation report with your application in ECIS, OSSE's online credentialing system (Foreign prepared educators, credentialing).

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For OSSE that means we translate your records for the evaluator; the equivalency report and OSSE's credentialing decision are outside what we do.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Should I send OSSE my translated diploma and transcripts?

No. OSSE asks you not to send diplomas, foreign transcripts or documents not printed in English; it wants the evaluation report (Foreign prepared educators).

Which evaluation agencies does OSSE accept?

NACES or AICE members, accredited four-year colleges and universities, and evaluators approved by other state licensing agencies (Foreign prepared educators).

Who may translate my documents for the evaluator?

The evaluator decides. WES wants a professional translator (WES: translation requirements); a certified translation from a professional service such as eVerbary meets that.

What must the evaluation show?

A US degree equivalency summary and every course with grade and credit hours (Foreign prepared educators).
