How we know · policy checked on October 21, 2026
The District of Columbia Committee on Admissions requires foreign lawyers applying as Special Legal Consultants to upload a certificate of good standing from their foreign disciplinary authority, with an English translation by a credentialed translator; Rule 46 calls it a duly authenticated English translation.
The DC Committee on Admissions accepts certified translations from professional services such as eVerbary for that certificate.
Foreign law graduates taking the bar exam follow a different rule: they prove their law credits with an official transcript in English or an approved evaluation report, and the Committee publishes no translation rule for that track.

Does it accept eVerbary? Yes
The Committee's Special Legal Consultant instructions say the foreign good standing certificate must be accompanied by an English translation by a credentialed translator (Special Legal Consultant instructions; Rule 46(f), Rule 46), so a certified translation from a professional service such as eVerbary meets it. DC Committee on Admissions requirements in detail
Translation
Rule 46(f) requires a duly authenticated English translation of the foreign good standing certificate if it is not in English (Rule 46: Admission to the Bar).
Who may translate
A credentialed translator, per the Committee's instructions; no certifying body is named (Special Legal Consultant application instructions).
Certificate
A current certificate from the authority in the foreign country with final jurisdiction over professional discipline, showing admission date, good standing and no outstanding complaints, uploaded to the portal (Special Legal Consultant application instructions).
Other Special Legal Consultant papers
Notarized Authorization and Release, a summary of the foreign country's laws showing reciprocity for DC lawyers, proof of age and a notarized affidavit of intent to practice in DC; fee $450 plus the NCBE investigation fee (Special Legal Consultant application instructions, fees).
Bar exam route
Graduates of non-ABA law schools, including foreign ones, must first complete 26 credit hours at an ABA-approved school (Rule 46: Admission to the Bar), and prove at least 83 law credits with an official transcript in English on the US grading system or a course-by-course report from an evaluation service approved by the Committee (Requirements for graduates of non-ABA law schools).
Certificate of good standing (exam)
Not required to apply for admission by exam or score transfer (Frequently asked questions).
Two tracks, one translation rule
The translation rule in Rule 46 sits in subsection (f), Special Legal Consultants: foreign lawyers in good standing who want to advise on their home country's law from an office in DC (Rule 46: Admission to the Bar).
Their application, the certificate and its translation all go through the admissions portal, and the instructions add that the translator must be credentialed (Special Legal Consultant application instructions).
Foreign graduates who want full admission by exam follow Rule 46(c)(4): 26 credit hours in UBE-tested subjects at an ABA-approved school, then the exam application with copies of the foreign diploma and transcripts uploaded in the portal (exam instructions).
To prove the 83 credits of the foreign degree, the Committee asks for an official transcript in English, converted to the US grading scale if necessary, or an evaluation report from an approved service (Requirements for graduates of non-ABA law schools).
It does not say that a translation can stand in for either, and it treats evaluators' findings as advisory.
Before you order
For a Special Legal Consultant application, the document we translate is the certificate itself, every page, seals and stamps included.
The Committee asks for a current certificate (Special Legal Consultant application instructions), so order the translation once your bar or law society has issued it, not from an older copy.
For the exam route, ask your law school whether it can issue the transcript in English, or ask the Committee which evaluation services it approves (Requirements for graduates of non-ABA law schools); we found no published list.
The Committee takes questions through the portal's Create Message function (DC bar admissions).

What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to DC Committee on Admissions
Upload the certificate and its English translation together in your Special Legal Consultant application at admissions.dcappeals.gov (Special Legal Consultant application instructions).
Questions go through the portal; the Committee's office is at 430 E Street NW, Room 123, Washington, DC 20001 (DC bar admissions).
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For DC that means we translate your certificate and other documents; the certificate itself must come from your foreign bar, and we do not issue the evaluation report the exam route may need.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Who can translate my foreign good standing certificate for DC?
A credentialed translator, according to the Committee's Special Legal Consultant instructions (Special Legal Consultant application instructions). A certified translation from a professional service meets that.
Does the translation need to be notarized?
The instructions ask for a translation by a credentialed translator and do not mention notarization (Special Legal Consultant application instructions); Rule 46 uses the phrase "duly authenticated" (Rule 46: Admission to the Bar). If you want it notarized, eVerbary adds notarization at checkout ($34.90 per order).
Can a translation replace an English transcript for the DC bar exam?
The Committee does not say so. It asks for an official transcript in English or a report from an approved evaluation service (Requirements for graduates of non-ABA law schools).
Do I need a certificate of good standing to take the DC bar exam?
No. It is not required to apply for admission by exam or score transfer (Frequently asked questions).
How many US law credits does a foreign graduate need?
At least 26 credit hours at an ABA-approved law school, in subjects tested on the UBE (Rule 46: Admission to the Bar).
