How we know · policy checked on October 21, 2026
The Colorado Department of Education says transcripts from universities outside the US must be translated into English, or come with an "authentic English translation," and must be evaluated course by course by a NACES member; it does not say who must make the translation.
The Colorado Department of Education accepts certified translations from professional services such as eVerbary.
We translate your transcripts and diploma; the NACES equivalency report comes from the agency, and you upload both as scans in your licensing application.
CDE at a glance
Does it accept eVerbary? Yes
CDE asks that foreign transcripts be translated into English, or include an "authentic English translation," without naming who translates (transcript requirements, application checklist), so a certified translation from a professional service such as eVerbary meets it. Worth knowing about CDE
Translation and NACES
CDE asks for both, not one instead of the other.
Uploaded scans only
No mail, no e-transcript services, no links.
No program form
The NACES report replaces the program verification form.
CDE requirements in detail
Translation
Transcripts from universities outside the US must be translated into English (Transcript requirements for licensing); the checklist calls it an "authentic English translation" (checklist).
Who may translate
CDE does not say. A certified translation from a professional service meets the wording; the NACES agency you choose may have its own rule, such as WES, which wants a professional translator (WES).
Evaluation
A printed course-by-course transcript equivalency report from a NACES member organization (Transcript requirements for licensing).
US territories
Transcripts from US territory institutions need no equivalency report if the institution holds an accreditation CDE accepts (Transcript requirements for licensing).
Degree equivalency
The bachelor's degree requirement is met by the equivalent shown on the NACES report (Out-of-state and out-of-country teacher license checklist).
How to submit
Scan each transcript, front and back, save it as a separate file named with your name and the institution, and upload it in your application. CDE does not accept mailed transcripts, e-transcript services or links (Transcript requirements for licensing).
Evaluation cost
CDE's own guide puts evaluations at $150 to $400, varying with how much must be translated into English (International transcript evaluation guide).
A translation and a NACES report, both uploaded
Many state offices read only the evaluation.
CDE's transcript instructions ask for both: the foreign transcript translated into English and a printed course-by-course equivalency report from a NACES member (Transcript requirements for licensing).
The checklist for out-of-state and out-of-country completers repeats it: in English or with an authentic English translation, and evaluated course by course (Out-of-state and out-of-country teacher license checklist).
Everything goes in as scans.
CDE treats a scanned official transcript as official once uploaded, even if the envelope said "unofficial if opened," but rejects illegible or partial scans, and tells you to keep your originals indefinitely in case of audit (Transcript requirements for licensing).
Our translation arrives as a PDF you can upload next to the scan of the original.
What the NACES report replaces
For programs completed outside the US, CDE does not need the approved program verification form; that information comes from the NACES course-by-course report (Out-of-state and out-of-country teacher license checklist).
The report also decides your degree equivalency (Out-of-state and out-of-country teacher license checklist).
CDE's guide for employers describes the steps: choose a NACES member, check its country-by-country document list, upload, and select the course-by-course report (International transcript evaluation guide).
The agency may need the translation too. Ordering one certified translation and using it for both the agency and your CDE upload avoids paying twice; check the agency's own rule before you order.
Where CDE's pages differ
The transcript page says foreign transcripts "must be translated" and evaluated (Transcript requirements for licensing); the checklist says "in English or include an authentic English translation" (Out-of-state and out-of-country teacher license checklist).
Neither names a translator or forbids your own translation. We read both as asking for a reliable English translation; a certified translation from a professional service satisfies either wording.
Need a certified translation for CDE?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- University transcripts and mark sheets, all years
- Diploma or degree certificate
- Teacher preparation and student teaching records, for the NACES report
- Teaching certificate or license from the other country
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to CDE
Upload the scan of each foreign transcript with its English translation, and the NACES course-by-course report, when the application asks for transcripts; save each institution's records as a separate file (Transcript requirements for licensing).
Do not mail anything to CDE unless it asks, and do not send links; CDE does not open external links or file transcripts for you (Transcript requirements for licensing).
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For CDE that means we translate your transcripts and diploma; the NACES course-by-course report is ordered by you from the agency.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
