State language certification for public service

Uzbekistan has moved to require state language competence of public servants, with certification through a national testing system, as part of a broader strengthening of Uzbek's official status.

So an Uzbek language certificate is frequently a condition of employment rather than an academic credential, and the certificate states the level and the purpose. We reproduce both.

The alphabet transition

Uzbekistan has been moving from Cyrillic to the Latin alphabet for decades and the transition is incomplete, so examinations, textbooks and certificates from different periods use different scripts.

A certificate in Cyrillic and one in Latin attest the same language. We state that rather than leaving a reader to infer two systems.

Russian, and who speaks what

Russian remains widely used in Uzbek professional and urban life, and a substantial population is more comfortable in it, so Uzbek may be a second language for a citizen and Russian certification appears alongside.

We name the language each certificate attests and do not infer a first language from nationality.

Karakalpak, and the related languages

Karakalpak is a separate Turkic language with official status in the autonomous republic, closer to Kazakh than to Uzbek, and it has its own certification.

Uzbek is also spoken by a large population in northern Afghanistan with a different literacy tradition. We name the language and the variety. See our Uzbek page.

Ordering, and what the certification covers

Upload the document, choose certified translation at $24.95 per page of up to 250 words, and it comes back typically within 24 hours as a PDF formatted to mirror the original, with a signed certificate of translation accuracy on letterhead. Marginal annotations are translated in place, in the margin, and every seal, stamp and registry endorsement is translated with the text. See how we translate and certified versus standard.
