DRATS certificates, and the Soviet ones before them
Ukrainian births are registered by DRATS (ДРАЦС), the civil status registration service, which issues the свідоцтво про народження. Records from before 1991 come from the Soviet ZAGS and are frequently written in Russian, or bilingually — a certificate in Russian from a Ukrainian registry is ordinary rather than irregular, and we translate whichever language the entries are in.
Alongside the certificate, DRATS issues extracts from the State Register of Civil Status Acts, which carry the same facts in a different form. Offices sometimes ask for one and sometimes the other.
Patronymics, and two spellings of one name
A Ukrainian name is given name, patronymic and surname, and the patronymic is formed from the father's given name — it is not a middle name and it appears on every official document. Surnames are gendered, so a husband and wife carry forms of the same surname that differ at the end.
Latin spellings are the other recurring problem: Ukraine's official transliteration produces spellings that often differ from an older document, from a Russian-based transliteration, or from a spelling used abroad. What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
