After a divorce, there is no replacement certificate
This catches people out constantly. Once a Ukrainian marriage has been dissolved, DRATS does not issue a duplicate marriage certificate. What you can obtain instead is an extract from the State Register of Civil Status Acts, which can confirm the marriage and, for example, a pre-marriage surname.
So if an office asked you for "the marriage certificate" and the marriage has ended, the honest answer is that the document they described may no longer be obtainable, and the extract is what exists. Knowing that before you spend weeks chasing it is the useful part.
Certificates, extracts and the names on them
A current marriage produces the свідоцтво про шлюб from DRATS. Soviet-era marriages produce a ZAGS certificate, frequently in Russian. Both are translated the same way, including the stamps and the registry references.
Surnames change on marriage in ways US forms handle badly — a spouse may take the other's surname, keep their own, or combine them, and the gendered ending changes with it. We translate the names exactly as given and keep them consistent across the file. See our Ukrainian birth certificate page.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
