The commercial register, and the chambers
A Syrian company is entered in the commercial register (al-sijill al-tijari) maintained by the Ministry of Internal Trade and Consumer Protection, and also enrols with the chamber of commerce or industry of its governorate — a separate certificate that frequently travels with the corporate packet.
Companies Law No. 29 of 2011 governs the modern forms, and documents predating it reference an earlier statute, which dates the file rather than invalidating it.
The forms, and the designation
The sharika mahduda al-mas'uliya is the limited liability company and the sharika musahima the joint-stock form, with a distinction between closed and public joint-stock companies. The Arabic designation is part of the legal name and none maps onto a US entity.
The register extract states the manager and the scope of authority, and that clause is translated precisely rather than as "authorised to bind".
Governorate, and documents issued elsewhere
Syrian registrations are governorate-based, and years of displacement mean a company may hold documents issued in Damascus, in a governorate office that later relocated, or replaced from a central record. The issuing office and its location are reproduced exactly.
A document issued by a relocated office is what it says it is, and we describe it rather than normalising it into something a US reader finds tidier.
Arabic, numerals and legalisation
Eastern Arabic numerals are given in Western digits so register numbers, capital figures and dates are usable, and Hijri dates appearing alongside Gregorian ones are converted individually.
